ACCOUNTANT (Fiscal Analyst 2) Wenatchee campus. The current vacancy is a full-time, overtime and benefit eligible position expected to begin as soon as possible. This position reports to the director of fiscal services. The list established by this recruitment will be used to fill this position only. STARTING SALARY: Range 44: $3,377 per month with periodic increases to $3,819 per month. POSITION DESCRIPTION: Prepare and analyze automated and/or manual financial reports; interpret fiscal policies; assess, develop, implement and evaluate complex fiscal systems and procedures in accordance with Generally Accepted Accounting Principles (GAAP), manage institution-wide fiscal duties for grants and contracts. TYPICAL FUNCTIONS:  Performs fiscal duties such as financial report analysis, accounts payable-receivable discrepancy resolution, monthly balancing of budget and pcard statements.  Reviews and approves payroll documents and deduction forms.  Consults on payroll problems, federal taxes, electronic fund transfers, insurance and other miscellaneous deductions.  Responsible for student payroll and assists payroll manager.  Reviews, analyzes, verifies and corrects the accounting data into the college’s financial management system.  Reconciles reserves to agency subsidiary accounting records  Prepares fiscal year end closing adjustment and accrual journal vouchers for revenues, receivables, payables and supplemental unfunded liability amortization.  Conducts preliminary institution-wide fiscal and administrative evaluations and reviews of grant and contract proposals and negotiate resulting awards.  Reviews internal controls and makes recommendations as necessary.  Reviews, analyzes and audits bank confirmations, receipts and disbursement, of revenues received.  Monitors daily cash flow; posts daily deposits; balances monthly bank statement.  Projects incoming and outgoing cash requirements to determine effects on investments.  Analyzes, reviews and makes recommendations for the acceleration of revenue transfers; authorizes adjusting entries between banks or agencies to maintain effective accounting controls.  Positions may lead or supervise clerical, fiscal, budget or other support staff involved in a variety of manual or automated fiscal recording keeping tasks. MINIMUM EDUCATION, EXPERIENCE, SKILLS & ABILITIES/COMPETENCIES:  A bachelor’s degree which includes 18 quarter or 12 semester hours in accounting, auditing or budgeting.  One year of relevant professional experience.  Excellent written and oral communications skills.  Demonstrated understanding of internal controls and separation of duties.  Proficient with word processing and spreadsheet software (Microsoft Word and Excel preferred). Relevant work experience may substitute for degree but not credit hours. PREFERRED EDUCATION, TRAINING, SKILLS & ABILITIES/COMPETENCIES:  Experience with fund accounting.  Ability to manage multiple tasks and/or projects simultaneously and carry out assignments under pressure with short deadlines and/or frequent interruptions.  Experience working in a community college or other higher education environment. 143J 7/13 BENEFITS: Benefits include: medical and dental coverage, and life and long-term disability insurance as currently provided under the State Employee Benefits Board, paid holidays, personal holiday, annual leave, and sick leave.
