Key Qualifications • Knowledge and level of competency commonly associated with the completion of a baccalaureate degree in a course of study related to the occupational field • Experience sufficient to thoroughly understand the work of subordinate positions to be able to answer questions and resolve problems, usually associated with one to three years experience or service • Possession of or ability to readily obtain a valid driver’s license issued by the State of Georgia for the type of vehicle or equipment operated Key Responsibilities • Directs, through subordinate supervisors, the activities of general accounting staff engaged in posting transactions to appropriation journals and general ledgers, preparing periodic reports of the status of budget and revenue accounts, or preparing special statements to demonstrate the financial position of the college. • Ensures controls over disbursements are maintained. • Directs, through subordinate supervisors, all Bursar’s operations for the business office functions ensuring timely and accurate posting and record keeping for all financial transactions. • Participates as an active member of the institution’s management team; ensures active communication and cohesive working relationships with other departments. • Oversees the review of the general ledger accounts for accuracy; prepares the monthly operating bank reconciliation. • Assists in the coordination of the institution’s response to any internal or external audits related to business office operations, including the preparation of documentation requirements to meet compliance audit standards; assists the Director of Accounting in communication for ongoing audits. • Anticipates operational and agency needs; sets priorities and deadlines; provides resources; optimizes the use of personnel; modernizes processes and conformity with professional and institutional standards and guidelines for governmental accounting, auditing and reporting; participates in policy development and its procedural implementation; deals with officials to resolve accounting and reporting issues; reviews the propriety of major transactions including monitoring the cash management practices to ensure strong internal controls in the Fiscal Affairs Office and throughout the college community; makes appropriate recommendations of necessary changes. • Oversees and monitors campus collection activities and write off processes of student accounts; ensures compliance with federal, state and Board of Regents policy; prepares quarterly reports on collection efforts and accounts receivable levels. • Reviews and approves journal entries prepared by staff for applicable accounts. • Assists in developing and compiling the annual college budget. • Provides financial and budget information to other department and assists in resolving questions and issues. • Assists the budget office in all special projects. • Performs related duties.
