SUMMARY
Provide leadership to maintain and enhance the integrity of GRCC's accounting, budget and financial reporting systems and ensure the continued financial viability of the College. Research, analyze, plan and communicate vital financial information and recommendations to executive management, grant officers and others facilitating informed, sound decision making to meet the College's mission and ends.

Essential Job Functions

? Lead contact with all college grant officers and grant writers to develop budgets, manage daily activities and provide direct oversight for conformity in grantor financial regulations as well as college policies and procedures.

? Responsible for working directly with key federal and state compliance officials to research, investigate, prepare, analyze, report and make necessary decisions to adhere with all applicable laws and regulations.

? Responsible to draw down or collect over $40 million of funds annually from federal, state and local grant reporting systems and maintain security for access to these reporting systems in accordance with applicable compliance requirements.

? Provide direction, oversight and approval of all grant proposals submitted from grant officers for financial compliance and accuracy.

? Prepare and send timely interim and final financial reports as required by each individual grant or contract and collaborate and provide leadership and guidance for grant officers to submit necessary information in a timely fashion.

? Responsible for the operation of Accounts Payable Department and supervision of Accounts Payable staff.

? Monitor and approve spending activity by various grant officers against grant budgets (includes journal entries, budget transfers and fund transfers).

? Collaborate with Financial Aid leadership to maintain and setup student financial aid awards in the student financials/general ledger interface systems to properly charge aid disbursements to grants.

? Make necessary journal entries and prepare payments to properly reflect all grant accounting activity in accordance with grantor regulations.

? Create account line budgets in PeopleSoft financials to provide oversight and direction to grant officers for tracking of all grant accounting activity based on approved budgets.

? Maintenance and setup of grant employees in coordination with human resource staff to accurately charge staff to grants in PeopleSoft for grant reporting purposes.

? Prepare documentation for the Single Audit in accordance with Office of Management and Budget requirements, produce Schedule of Federal Awards and work directly with the College’s auditors for various

other required/requested information.

? Assist the Controller and serve as backup support with specific attention to development and review of financial reports and annual financial statements. In addition, assist in the design, implementation and maintenance of the College’s Enterprise Resource Planning Software (PeopleSoft Financials/Student Administration/Human


Resources-Payroll) as described below:
? Setup, design, implementation and maintenance of budget and accounting systems
? Setup related to human resource budget tables, account distribution and interface to the general ledger
? Reporting design and writing queries
? Setup, design, implementation and maintenance of various aspects of student financials and interface to
general ledger
? Implement enhancements and upgrades from ERP vendor
? Troubleshoot and resolve systems issues in collaboration with IT staff and vendor support services

? Regular attendance during normal scheduled hours is required. Being present is essential for serving customers and performing the essential functions of this position.

JOB SPECIFICATIONS
Education/License
? Bachelor's degree in Business or Accounting required.
? CPA license preferred.
Work Experience
? Three years of experience in grant/fund accounting work and drafting governmental financial statements
required. Preferably in a higher education setting.
? Work experience must show the ability to manage, report and maintain compliance on multiple grants or
multiple budgets required.
? Experience working with Enterprise Resource Planning software and procedures, including system design/setup,
writing reports required.
? Must have relevant leadership experience including supervision of staff required.
