Director, Online Learning and Instructional Innovation

Job Description

The Director provides vision and leadership for online learning and instructional innovation at the College. The position oversees the management, quality assurance, and outcomes for FCC Online and leads the Online Learning and Instructional Innovation (OLII) team which manages the Learning Management System (LMS), technical operations, and digital content associated with online course delivery, online student course evaluations, faculty training, professional development, and innovation related to instructional design and development. The Director serves as the primary administrator responsible for ensuring that online courses and programs meet quality assurance metrics, accreditation standards, and regulatory compliance requirements. The position reports to the Associate Vice President for the Center for Teaching and Learning and collaborates extensively with internal and external stakeholders to ensure that the College provides online education programming and services that meet the needs of students and faculty. The Director models and implements practices that support diversity, equity, and inclusion.
Essential Duties and Responsibilities:
 

The following are the functions essential to performing this job:
1. Lead the development, implementation, and review of the online learning and instructional innovation plan and ensure its alignment with the Academic Affairs, Continuing Education, and Workforce Development (AACEWD) Master Plan.
2. Lead the development of and provide oversight for FCCs Online College.
3. Oversee FCC Online scheduling, enrollment, policies, procedures, and practices in collaboration with AACEWD leadership, faculty, and other internal stakeholders.
4. Ensure online courses, learning materials, and programming meet standards set by the Middle States Commission on Higher Education and the Maryland Higher Education Commission, and complies with state and federal regulations (e.g., FERPA, ADA), and FCC policies and procedures.
4. Serve as a subject matter expert in the best practices in the design, development, and delivery of large-scale online educational programming, teaching, and learning.
5. Collaborate with AACEWD leadership and internal stakeholders to offer support across all modalities, manage the hiring, training, and mentoring of FCC Online faculty, resolve online student complaints, and ensure that faculty and student online support functions are aligned to promote student success.
6. Oversee faculty training and professional development that develops faculty instructional technology competence, supports best practices in instructional design, development, and delivery, and promotes instructional innovation in the use of learning technologies that enhance teaching and learning in online, hybrid, and web-enhanced instruction.
7. Work with campus stakeholders and serves on workgroups to identify, resolve, and support facultys ongoing online learning issues related to campus digital access and promote proactive approaches for course design, such as Universal Design for Learning.
8. Ensure the effective delivery of online learning through the LMS, and the proper management and currency of the LMS, related software, and equipment.
9. Implement quality assurance protocols for online course design and online instructor performance.
10. Highlight successes and recommend improvements by collecting, analyzing, and reporting data related to online student learning, enrollment, course evaluations, faculty training and professional development, and other variables as they pertain to scheduling, enrollment management, accreditation, outcomes assessment, and strategic planning.
11. Serve on the Maryland Online (MOL) board and collaborate with other colleges and agencies to develop and maintain agreements that support and enhance FCC online courses, programs, and student access.
12. Oversee the technical deployment of online student course evaluations through the LMS.
13. Hire, supervise, coordinate, and evaluate OLII staff.
14. Manage the OLII budget and the contracts, purchasing, and payments associated with online design, development, delivery, and training.
15. Teach one credit online or hybrid course every two years.
16. Serve as liaison and/or provide leadership on College and other external committees, as appropriate.
17. Support the priorities of the OLII team, the Center for Teaching and Learning, AACEWD, and the College.
18. Perform other duties as assigned.

 

 

Required Minimum Qualifications
1. Masters degree Instructional Design and/or Technology, Online/Distance Learning, Instructional Systems, or related field
2. Experience training faculty in online course development or instructional design
3. Two (2) years of experience managing and supervising staff
4. Three (3) years of experience teaching online in a higher education or professional setting
5. Five (5) years of experience in online course and/or curriculum design

 

Desired Qualifications
1. Five (5) years experience administering online education courses and programs in a higher education setting
2. Demonstrated understanding of current practices and issues related to the development, maintenance, quality assurance, and expansion of postsecondary online education programs and use of instructional technologies
3. Experience working with internal and external stakeholders in the delivery of online education
4. Experience with accreditation and regulatory requirements associated with online learning
5. Experience and training in applying Quality Matters standards to online courses and program development
6. Experience analyzing data to improve online enrollment, student outcomes, and the design and delivery of online instruction and programming
7. Technological proficiency with web applications, MS Office, Learning Management System (e.g., Blackboard), and analytics
8. Experience using Student Information Systems (e.g., Peoplesoft or Banner)
9. Experience collaborating with multiple and diverse stakeholders to solve complex problems effectively
10. Effective verbal/written communication, presentation, and customer service skills
