Job Summary and Responsibilities/Duties

 

JOB SUMMARY
Supports the development and operation of the Community Childcare Initiative (CCI) of the Portland Childrens Levy. Facilitates a parent stipend system for affordable child care. Maintains comprehensive systems that integrate application, eligibility, and participation of families and child care programs. This position works a 0.98 FTE.
 

ESSENTIAL DUTIES

  • Processes applications from families to enroll children in the CCI program.
  • Prepares contracts and supporting documentation for families enrollment in the CCI program.
  • Recruits and enrolls new child care programs into CCI. Researches new potential providers using state systems, and connects with previous providers to gauge interest. Connects with providers, colleagues, and partnerships to solicit referrals and keeps current in the community to identify other recruitment opportunities as they arise.
  • Assists families to locate child care that meets their needs including, but not limited to, hours, days, geographic, transportation, primary language, etc.
  • Navigates and maintains data in client databases. Runs various reports and queries, and audits data to ensure accuracy.
  • Monitors ongoing eligibility for programs and families annually.
  • Assists with preparation of periodic reports to meet requirements of funding sources and applicable regulations.
  • Promotes and represents the CCI program in the community. Provides outreach to potential provider matches and attends partner meetings, community events, and resources fairs.
  • Provides referrals to other community agencies as appropriate.
Additional Duties
  • Reports suspected child abuse in accordance with Oregon Statute.
  • Attends and participates in training sessions and staff meetings, including supportive supervision that provides space for staff to explore their own assumptions and bias, multiple perspectives and the emotional impact of their work while reflecting on their goals, challenges and successes.
  • Maintains the confidentiality of highly sensitive information.
  • Interacts with children, families and providers in a supportive and professional manner.
  • Performs all other duties as assigned.

 

Minimum and Desired Qualifications

QUALIFICATIONS
Minimum Qualifications


  • Associate degree in early childhood education, human services, social services or related field
    • Three (3) years of experience coordinating resources in child care, social services, or relatable environment
    • Experience working with diverse backgrounds of the Colleges community, students and employees; demonstrated commitment to promoting access and diversity
At the college's discretion, additional education/experience above may be substituted for experience/education on a year-for-year basis.

 


Desired Qualifications

  • Bachelors degree in early childhood education, human services, social work or related field
  • Experience working with children in a child care setting
  • Bilingual skills: oral and written fluency in English with fluency also in Spanish, Russian or another language that meets community/departments needs
  • Knowledge of child development and/or early childhood best practices
  • Knowledge of Employment Related Day Care (ERDC)

  • Must be enrolled in the Oregon Central Background Registry prior to beginning employment and enrollment must be maintained throughout employment
  • Recognizing and Reporting Child Abuse & Neglect training must be completed within 60 days of hire date

  • Ability to communicate formally and informally with a wide range of contacts and demonstrate tact, diplomacy, empathy, and friendliness in dealing with people under stressful conditions, either by phone, through video or in person
  • Ability to work respectfully with individuals of all cultures, backgrounds, perspectives, and abilities
  • Ability to prioritize tasks in order to meet changing deadlines

  • Knowledge of or ability to establish working relationships with staff and community partners
  • High personal integrity and sound professional ethics
  • Excellent interpersonal and written communication skills
  • Computer proficiency (Microsoft Windows, Word, Excel) with ability and willingness to learn Microsoft Outlook and other systems as needed for the position

 

Working Conditions and Important Information

 


WORKING CONDITIONS
Works assigned schedule, and exhibits regular and predictable attendance. As necessary to meet workload demands, works outside of typical schedule, including evening/weekend hours. Work may require local travel to off-campus locations. Work is sometimes performed in an emotional and stressful environment. This is a flexible hybrid virtual position that will require occasional in-person meetings, appointments and training. Specific schedules will be discussed upon hire.

This position works a 0.98 FTE.

This position is grant-funded.
