Position Summary:

Under the direction of the president, the associate vice president (AVP) of strategic enrollment management and community partnerships leads a team of staff, faculty, students, and volunteers in the efforts to promote and grow the colleges current and future programs of the college. The AVP will develop a strategic vision, oversight, and implement an enrollment management plan that achieves the colleges outreach, recruitment, admissions, and retention goals for the college. The AVP will build strong relationships and affiliations with K-12 schools, industries, and other organizations in the region. The incumbent will lead the creation of a department of outreach, recruitment, engagement, retention, and international programs (ORERIP) for the college. The AVP serves on the presidents cabinet, works collaboratively with the college, and will have a dotted reporting line to academic and student affairs to ensure the continuity of programs, credentials, certificates, and services offered within the district.

Essential Functions:

  • Develop, supervise, and lead a high-performing team that continuously improves its methods and processes is optimistic, responsive, innovative, analytical, energetic, results-oriented, student-centered, and excited about change and service.
  • In close collaboration with faculty, department chairs, program directors, and divisions, the AVP identifies market segments and informs nuanced marketing strategies with a focus on growing enrollment, brand building, innovation and best practice; guides the development of recruitment and marketing materials; monitors the performance of strategic recruitment oversight and provides guidance and support.
  • In coordination with the executive director of assessment, strategic planning, institutional research, and effectiveness, provides leadership and direction in the development and expansion of data analytics and data visualization to support data-driven decision-making; oversees the creation and generation of reports to document and guide the recruitment and retention plan and to inform the campus community and board of trustees regarding enrollment-related data.
  • Stay apprised and updated with current programs and educate and encourage students to continue with the college seamless pathway programs, including stackable credentials, transfer to the college four-year degree programs, and our continuing education, skill building and personal enrichment programs.
  • Liaise with internal and external constituencies, including the board of trustees, faculty, staff, alumni, K-12 school counselors, teachers, principals, graduate students, and prospective students and families.
  • In partnership with internal and external stakeholders, support the go-to-market execution of new and evolving programs for the college, including planning for operationalizing the program, launch planning with marketing and coordinating program content development.
  • Develop short- and long-term recruitment strategies and initiatives informed by ideas and feedback from campus and community stakeholders, market data and input from institutional partners.
  • Understand and evaluate the implementation of best practices at the forefront of recruitment in a modern and changing world, with the willingness to adapt to future students and the regions needs.
  • Formulate and manage the budget to achieve strategic goals and short- and long-term financial obligations.
  • Remain current with issues pertaining to the enrollment funnel, completion, and graduation through self-directed professional reading, developing professional contacts with colleagues, professional development courses, and attending appropriate training and courses.
  • In collaboration with the executive director of assessment, strategic planning, institutional research, and effectiveness, develop comprehensive dashboards to track outreach, recruitment, admissions, performance indicators and targets.
  • Lead the efforts of building summer bridge and camp programs with K-12 schools.
  • Develop, maintain, and advance relationships with domestic and international partners, schools, and government agencies.
  • Represent the college to international constituents, partners, and government agencies.
  • Ensure compliance with all domestic and international laws and regulations related to international education, including developing and overseeing contracts and agreements.
  • Serve as an effective public advocate for all college international initiatives.
  • Collaborate with academic departments to develop and expand study-abroad programs for US students as well as educational programs for international students (offered both domestically and abroad).
  • Collaborate with faculty and staff to advance international education, outreach, research, and engagement and to ensure the best experiences for students locally or abroad.
  • Lead and conduct an ad-hoc committee to support enrollment, retention, and enrollment growth initiatives.
  • Partner with the public information office to assess monthly, quarterly, and end-to-end enrollment, persistence, and performance – from lead generation, brand building, website optimization and conversion rates.
  • Partner with cabinet and other college members to determine gaps in institution offerings and address them through analytics and data-driven insights for discussion, recommendations and to inform decisions.
  • Partner with academic and student services to develop innovative retention strategies and lead high-impact student recruitment, engagement, retention, international programs and completions initiatives.
  • Build a culture of continual improvement and comprehensive portfolio review processes. Identify, implement, and monitor progress for processes and policies to assist team members in complying with regulatory requirements and delivering excellent customer service efficiently and on time.
  • In partnership with faculty, staff, administrators, and divisions, identify, evaluate, and optimize existing programs, addressing those opportunities to generate higher student outcomes and program returns.
  • Develop and consistently communicates a strong community-centered core ideology (who we are and how we behave) and vision (where we are going and what we are trying to achieve together) for the college.
  • Provide regular updates on enrollment and outreach efforts, opportunities and progress to the college.
  • Provide strategic planning for future growth and success of the entire short-term learning programs initiative to attract a great number of programs, diversifying the types of participants and offering a greater range of learning outcomes.
  • Develop and implement activities and programs that establish and maintain a sense of unity and shared purpose at all levels and across all divisions within the district.
  • Monitor and develop a comprehensive database to advance our objectives, such as inquiry to application, inquiry to enrollment, admittance to enrollment, retention, and credential or program completion rates.
  • Foster authentic working knowledge and relationship building with K-12 schools, alum, community members, families, and workforce and economic development industries in growing enrollment.
  • Work collaboratively with the campus and community to plan, organize, formulate and execute engagement objectives.
  • Develop and implement an effective, measurable assessment metric plan with benchmarks.
  • In collaboration with the president, faculty and staff, lead the efforts to build a public K-16 education advisory board for the region.
  • Provide vision, leadership, mentorship, and management for students, staff, faculty, alum and volunteers.
  • Educate others on the importance of enrollment as a sign of the college and communitys health.
  • Represent the college in a speaking capacity at student-parent programs on and off campus, and participate, as needed, in the general functions of the office (e.g., student interviews, school visits, college fairs, etc.).
  • Provide leadership in the development and execution of student financial aid policies, procedures, awards, scholarship programs and budget levels.
  • Continually assess and strengthen all phases of the enrollment management operation and the experience from a student or community members lens.
  • Represent the college on state and national organizations, governmental and other appropriate groups.
  • Create strategies for accomplishing assigned responsibilities, participate in the districts strategic planning processes, and work with staff to develop short- and long-term goals, metrics and measurable outcomes.
  • Participate in developing the district and department budgets, monitor department spending, and approve expenditures according to annual spending plans.
  • Establish and chair advisory groups and participate in regional organizations and activities.
  • Reflect, articulate, and promote the colleges mission, vision, and identity, both internally and externally.
  • Diversify the colleges portfolio by developing authentic relationships and identifying new opportunities to secure resources on behalf of the college.
  • Work with non-profit and for-profit organizations to secure short- and long-term funding programs.
  • Build a self-supported portfolio and assist with identifying grants that align with the regions needs.
  • Deploy a cradle-to-grave engagement approach in programs, services, activities, and lifelong learning development to support our enrollment growth and market share efforts.
  • Work with campus and community stakeholders to expand our adult learning offerings, evening and summer classes, programs, youth educational and sports camps, and community black box programs.
  • Develop written communications and updates for internal and external audiences.
  • Identify and secure public-public, public-private, and region-specific partnerships, contracts, programs, and regional training opportunities and services for the campuses, community, and district.
  • Identify new revenue-driven markets, including evening, weekend, summer programs and services, and others offered offsite or in various modality offerings.

Minimum Qualifications:

  • Masters degree in a related field or a four-year degree and extensive experience with recruitment, sales, case management, or quota-driven strategic outreach with a nonprofit or for-profit organization.
  • Five years of related recruitment experience.
  • Broad and comprehensive level of student services managerial experience or managing a performance-based portfolio from the private or public sector.
  • Budget management experience.
  • Proficient with word processing, spreadsheet, database, and presentation software.
  • Strong leadership skills, including a strong financial background, the ability to manage or adapt to change, make difficult decisions, encourage conflict resolution, and ensure employee and department accountability.
  • Successful experience as a mentor and team developer.
  • Commitment to the mission of a comprehensive community college.
  • Excellent speaking and writing skills, strong interpersonal skills, and the ability to establish effective working relationships with a wide variety of people.
  • Strong organizational, supervisory, analytical, and decision-making skills.

Preferred Qualifications:

  • Doctorate degree in a related field.
  • Personal or professional experiences and skills demonstrating equity-mindedness, culturally-competency, inclusive leadership or advocacy.
  • Experience within a union environment.
  • Understanding of and commitment to shared governance.
  • Community college teaching or counseling experience.
  • Sense of humor.
  • Experience creating digital content (such as Word/PDF documents and web and learning management system content as appropriate to the role) in accessible formats.
  • Bilingual in Spanish and English.

  • Student services: Knowledge of college processes such as admissions, enrollment, and financial aid; ability to be cross trained to provide student services support.
  • FERPA: Maintain a high level of confidentiality and follow FERPA guidelines.

Additional Information

Terms of Employment:

This is a full-time professional exempt position contracted on an annual basis. The salary for this position is $115,000* annually. The salary will be prorated to reflect the actual number of contract days worked in the remainder of the fiscal year. Flexibility in scheduling is required to meet the needs of the department.

Work Schedule & Environment:

  • Normal work hours are Monday through Friday, but occasional evening and weekend work may be required. Work in a busy office environment with frequent interruptions and distractions.
