Peralta/College Information

District Office

The Peralta Community College District is a two-year college system, dedicated to providing comprehensive educational and community services to the communities it serves, including the cities of Albany, Alameda, Berkeley, Emeryville, Oakland and Piedmont California. The District enrolls over 25,000 students in a broad range of transfer and occupational curricula. The colleges in the District include College of Alameda, Laney College, Merritt College and Berkeley City College, which operate under the governance of a seven- member Board of Trustees and are administered by a Chancellor/Superintendent.

APPLICATION PROCEDURES


1. Required documents will include:

Note:  A written evaluation by an official foreign credentials/transcripts evaluation and translation service must be submitted for Foreign Degree(s)(non-U.S.degrees) by the application deadline date.

Appointment to the position is conditional upon the approval of the Chancellor.


CONDITIONS OF EMPLOYMENT

Employees must satisfy all pre-employment requirements to work for the District which include, but are not limited to, the following items:


REQUIRED FOR ALL EMPLOYEES

Tuberculosis Examination:  Prior to employment, the successful candidate will be required to submit evidence (either skin test or X-ray report) of being free of tuberculosis within the past sixty (60) days.  The TB test is a condition of employment and any expense must be borne by the successful candidate.


Fingerprinting Requirement:


As a condition of employment, all employees working for community colleges in the State of California are required to be fingerprinted within the first ten (10) working days of the date of employment pursuant to Education Code Section 88024. The District Office of Human Resources processes fingerprints electronically. During the employment intake process, new employees will be given information to have their fingerprints taken at another location.


Immigration Requirement:  According to the Immigration Reform and Control Act, the Peralta Community College District is required to verify that all new employees are:


1) A citizen or national of the United States;

2) An alien lawfully admitted for permanent residence in the United States; or

3) An alien authorized by the U.S. Citizenship and Immigration Service to work in the United States.


All new employees are required to complete and sign a verification form and provide documentation attesting that he/she is a United States citizen, national, or an alien lawfully authorized to work in the United States.


District Policy:  A Social Security Card will be required following selection and prior to completion of the hiring process.  The employment process cannot be completed without a copy of the Social Security Card on file in the Office of Human Resources.

Job Description Summary

Under the direction of the Vice Chancellor of Academic Affairs provide leadership for research and planning at all the four Peralta colleges. Specifically, provide leadership in organizing research and planning of key state initiatives that are the focus of college planning within the Peralta district, e.g., California Promise, Guided Pathways, Integrated Planning (SSSP, Equity, and Basic Skills), and implementation of AB 705. Provide leadership of planning efforts throughout the District by facilitating collaboration between Colleges and departments in the District Office.

Duties & Responsibilities

Research


• Provide leadership by developing and coordinating a systematic and integrated institutional planning process that is aligned with accreditation and incorporates other planning-related elements including, but not limited to, fiscal management; enrollment management; instructional management information systems; personnel; matriculation; program review; educational and facilities master planning; basic skills; grant and resource development and support; compliance and accountability reporting; recruitment and marketing; emergency planning; monitoring of student and staff equity goals; learning outcomes; staff development; and other activities as necessary.
• Organize, design, and assist in the coordination and implementation of a comprehensive institutional research program
• Develop, maintain, and use institutional databases to support decision-making, budgeting, assessments and evaluations, program review, enrollment management, ;Advise, facilitate and support the development and maintenance of a strategic institutional planning process;
• Advise and provide leadership for implementing outcomes and assessment, using data and research for evaluating and improving educational effectiveness and program performance using appropriate research design and methodology This includes documenting, writing, and presenting research findings on such topics as student retention, cohort tracking, student and institutional outcomes, placement and outcomes assessment, matriculation, program evaluation, enrollment, staffing, impact studies, and student learning outcomes.
• Ensure that research agenda at the district should be equity driven, e.g., facilitate shared understanding of what is the “achievement gap’;
• Develop, implement, plan, and document procedures for qualitative and quantitative data collection, analysis, and interpretation;
• Develop processes to provide formative and summative feedback on institutional functioning and outcomes; synthesize information and report findings;
• In collaboration with IT, assist in developing data and report quality assurance processes and procedures;
• In collaboration with Academic Affairs and Student Services, assist in the preparation of grant applications and reporting to funding organizations;
• Supervise and evaluate the performance of research office staff;
• Ensure the IR department Designs, maintains, manipulates and queries specialized databases and information systems to support research;
• In collaboration with IT, ensure Maintenance research data warehouse system and an archive of information and reports suitable for responding to surveys, questionnaires and federal and state data collection or accountability requirements;
• Provide technical and analytical support to offices, divisions, committees, faculty, staff and administration in research-related activities;
• Develop and oversee a system for Evaluating and responding to data requests originating inside and outside the institution; work with requesters to clarify their needs and optimize the use of research results for them and for the district;
• Develop and oversee a system to organize, prioritize and schedule work on a multitude of research related requests related to participatory governance committee work and college needs;
• Performs other duties as assigned by the Vice Chancellor Academic Affairs;


Planning



Support the development and maintenance of a strategic institutional planning process.
• Support district Vice Chancellors and College Presidents to organize, design, and implement a comprehensive planning program;
• Develop and support a planning agenda in conjunction with each college and department in the district office, including appropriate databases, evaluation procedures, and formal presentations to governance committees and the Governing Board.
• Oversee the culmination of all planning activities and present such to the Governing Board as per Board Calendar expectation.
• Develop and maintain the database for all planning activities appropriate for the District level.
• Evaluate all planning activities yearly.
• Provide report to Colleges, District Office and the Board of Trustees on results of planning efforts
• Performs other duties as assigned by the Vice Chancellor for Academic Affairs.

Minimum Qualifications

1. Master’s degree from an accredited college or university institution in statistics, mathematics, business, economics, social sciences, education, education psychology or related field.
2. Three or more years of higher education experience in database development, institutional research, research-based consulting or similar setting.
3. Demonstrated knowledge and accomplishments in planning

Knowledge of

Desirable Qualifications

• Possession of a Doctoral Degree from an accredited college of university in business, educational research, mathematics, psychology, sociology, or related field.
• Higher education experience, preferably in a community college.
• Demonstrated knowledge of current higher education/community college research issues and policy implications.
