Job Summary

The Director of Grants Compliance leads the College’s grants management and compliance functions conducted through TCCD’s Office of Grants Compliance. The Director of Grants Compliance is responsible for creating, implementing, evaluating, and refining a system of on-going oversight, guidance, training, and support related to programmatic and fiscal compliance in the implementation and management of government-funded and privately funded grants at TCCD. Under the direction of the Associate Vice Chancellor for Grants Development and Compliance, the Director of Grants Compliance identifies best practices as well as gaps, inefficiencies, and inconsistencies in TCCD’s grants management and reporting systems and provides both proactive and corrective training and other interventions to ensure a high standard of grants compliance across the organization. The Director leads the development and implementation of both financial and programmatic controls and monitoring systems appropriate to ensure compliance of TCCD’s grant-funded projects with their respective local, state, federal, private, and TCCD policies, procedures, and regulations. The Director of Grants Compliance also identifies, hires, develops, supervises, and evaluates staff needed to conduct the Grants Compliance functions of the College.

Essential Duties and Responsibilities

• Serves as a collaborative leader in the overall Grants Development and Compliance team
• Develops and implements guidelines, controls, and communication systems to support programmatic and fiscal compliance of government grants and contracts awarded to TCCD
• Participates in planning discussions to design, improve, implement, and evaluate internal business processes supporting compliance in grant-funded project administration and reporting
• Researches and analyzes existing, emerging, and new legislation and regulatory requirements of various government funding agencies to ensure TCCD compliance with local, state, and federal regulatory and legal requirements governing grant-funded projects
• Reviews funding opportunities in advance of proposal development and submission to advise TCCD stakeholders of regulatory requirements and assurances associated with the prospective funding
• Establishes and maintains individual electronic and hard copy files, database, and other tracking and reporting tools for each grant-funded project
• Serves as internal consultant to project designers and proposal developers to ensure that compliance is a prime consideration as funding proposals are being developed;
• Serves as an internal consultant to new and continuing Project Managers (PMs) of funded projects to help them interpret and comply with contractual fiscal and programmatic requirements
• Works with Accounting Services and the PMs to establish project budgets in compliance with the Tarrant County College District (TCCD) Chart of Accounts and procedures, as well as with the requirements of the funding agency
• Assists grant-funded Project Managers in working with Human Resources, Purchasing, and Financial Services for timely and appropriate implementation of project activities requiring hiring/realigning staff, purchasing products or services, and/or tracking and reporting of revenue and expenditures for grant-funded activities
• Conducts internal reviews of government-funded and privately funded grant projects, to spot-check for compliance gaps in procedures, practices, and documentation
• Assists project directors, internal/external partners, and TCCD Grants Accounting Services in preparing for and responding to agency monitoring visits, external audits, or other cross-site evaluations requiring a review of project documentation and practices
• Monitors grant-funded project and partnership/subcontractor/sub-recipient agreement goals, progress, and compliance to ensure positive outcomes
• Reviews grant-funded project expenditures for allowable/unallowable costs for each specific funded project’s regulatory requirements
• Ensures that overall grant-funded project performance, outcomes, and related documentation and reporting are in compliance with funding agency and TCCD requirements
• Ensures that agency programmatic and fiscal reports are complete, accurate, and timely
• Develops and delivers compliance-related orientation and training to TCCD employees designated as grant-funded project directors and project staff
• Develops and delivers other proactive and corrective compliance-related training to address critical needs identified through internal/external monitoring and auditing of grant-funded projects
• Supports Associate Vice Chancellor for Grants Development and Compliance in creating and maintaining communication systems (i.e., web site, newsletter, presentations) for dissemination of grants management and compliance guidance and information
• Develops and updates reports of government grant-funded projects for senior leadership
• Hires, develops, supervises, and evaluates staff to assist in carrying out the functions of the Office of Grants Compliance
• Plans and manages the Office of Grants Compliance operational budget and expenditures
• Uses effective interpersonal skills and sound judgment to determine how best to collaborate with co-workers, the supervisory chain, faculty, staff, students, and other customers as necessary for the completion of duties and responsibilities
• Attends the workplace regularly, reports to work punctually and follows a work schedule to keep up with the demands of the worksite
• Completes all required training and professional development sessions sponsored through the TCC Institute
• Supports the values of the College: diversity, teaching excellence, student success, innovation and creativity and service to the College

Required Education, Experience, Certifications, Licensures

• Master’s Degree in Business, Accounting, or Finance and five (5) years of professional work experience relating to essential job duties, including experience in compliance management; or any equivalent combination of education, training, certification, and related experience
• A broad understanding of regulations and processes related to government grants and funding agencies
• A broad knowledge of the principles and practices in fiscal management and grants administration
• Grants administration; Administrative processes in institutions of higher education and funding agencies; Business computer applications, including word processing programs, spreadsheets, statistical analysis techniques, and professional presentations; Principles, practices, and methods of grants administration and compliance including accounting for multiple funding streams; Best practices for grant-funded project management
• Experience with computerized systems
• Proficiency with word processing, spreadsheet and presentation software
• Excellent customer service and interpersonal skills

Desired Education, Experience, Certifications, Licensures

• Extensive experience working with TRIO programs
• Experience working with Department of Education audit requirements

Special Instructions Summary

The individual selected for this position will primarily work with the Department of Education grants for TCCD.

This is an on-call position, maximum 19.5 hrs. per week. On-call work schedules may vary based on individual campus/departmental needs.
