Overview
The Financial Aid Manager administers the financial aid program for the entire college including the Title IV and State of Wisconsin financial aid programs. This position is responsible for full compliance with all federal and state regulations. This position also provides direct leadership to Financial Aid Office operations and staff. The Financial Aid Manager also manages the Federal and State of Wisconsin funding programs for Veterans.

Responsibilities

  • Manage the administration of all federal and state student financial aid and oversee student financial aid activities at all BTC campuses and specified sites, including access to National Student Loan Data System, Common Origination and Disbursement (COD), Central Processing System (CPS), and EDConnect.

  • Develop and implement policies and procedures to ensure compliance with federal, state, and college policies and regulations.

  • Manage, maintain, and direct financial aid staff to ensure knowledge of the regulations and guidelines for administering federal and state financial aid.

  • Supervise and manage student financial aid eligibility determination, processing, awarding, and disbursing.

  • Research, prepare, and submit reports as required by the federal government and State of Wisconsin including Fiscal Operations Report & Application (FISAP), request for Supplemental Work Study, Title III Application, Gainful Employment Completers, Gainful Employment Technical Diploma program templates, Integrated Postsecondary Education Data System (IPEDS) Financial Aid survey, Net Price Calculator, Wisconsin Student Support Information Systems (WISSIS), and State Veteran Client Report. Monitor results and report outcomes to management.

  • Deliver up-to-date financial aid information through internal meetings, public presentations, community outreach actives, college publications and the college web site.

  • Review new technical diplomas and pathway certificate for elements required for federal funding, prepare documentation for submission, and submit application via Eligibility and Certification Approval Record (ECAR). Monitor and submit technical diploma and college-wide changes as necessary. Submit Program Participation Agreement during reapplication process.

  • Ensure Consumer Information is accessible, accurate and reported in the correct format.

  • Import and export data to the Department of Education (DOE). Monitor for accuracy and acceptance.

  • Process and update budgets after census date based on actual enrollment for all financial aid recipients.

  • Disburse all federal and state funds to student accounts. Disburse and submit reports electronically as required by federal, state or college policies and regulations, including, Direct Loan and Pell payments to COD.

  • Process Return to Title IV and return funds to COD for withdrawn students.

  • Submit Drawdown Amounts for Pell and Direct Loan to the Accounting Manager.

  • Ensure that any loan proceeds that are not delivered to the students are identified and returned to the DOE within the timeframe required by the DOE. Identify, update, and cancel loan records according to SULA regulation.

  • Reconcile Direct Loan, Pell, FSEOG and work study funds monthly.

  • Provide leadership to promote excellence through continuous process improvement and the creative pursuit of new ideas and systems. Seek and implement new ideas and procedures to best utilize staff and technology to ensure excellent service to customers.

  • Manage the daily operations and supervise staff of the Financial Aid Office to ensure that deadlines are met and processes are completed.

  • Develop and implement a financial literacy program.

  • Coordinate financial aid operations with other departments in the college while promoting and maintaining a team environment.

  • Prepare, administer, and monitor the Financial Aid department budget.

  • Participate in professional development and other learning opportunities.

  • Represent BTC on the statewide WTCS Financial Aid Director Committee.

  • Serve as a member of the Student Services Leadership Team.

  • Manage the annual audit with outside auditing firm.

  • Manage and administer Banner Financial Aid Module

  • Manage and administer both federal and state veterans’ education benefits programs according to regulations.

Qualifications
Knowledge, Skills & Abilities:

  • Strong computer knowledge including Microsoft Office Suite.

  • Excellent experience working in Banner or other Enterprise system.

  • Ability to read, understand and interpret organizational policies and procedures, government agency regulations/guidelines, financial aid guidelines and other technical documents/publications.

  • Good verbal communication and listening skills with the ability to communicate facts, explain procedures and answer questions from managers, staff, students, and the general public. Aptitude to make oral presentations to small groups and respond to questions from the audience.

  • Ability to interact with diverse populations.

Education & Experience:

  • Bachelor Degree in Business, Accounting or related field.

  • Four years of Financial Aid Office responsibilities at a Post-Secondary Institution.

  • Four years of management/supervisory experience.
