Payroll and Benefits Administrator

Job Overview

This position is responsible for processing the bi-weekly payroll for all employees of the College. This involves maintaining accurate employee records in the HR management system (includes new hires, changes, additional earnings). Review and maintain time and attendance records in the payroll system. Reconcile and update all forms of paid and unpaid time off. Ensure all payroll, benefits, and tax reporting and submissions are submitted in a manner compliant with all state and federal laws. Prepare direct deposits and print payroll checks for employees. The role is also responsible for administering benefits, including annual Open Enrollment.

Principal Responsibilities

  • Review time sheets, wage computation, and other information to detect and reconcile payroll discrepancies. Verify attendance, hours worked, and pay adjustments, and post information onto designated records.

  • Accrue and track leave time, including vacation, sick, personal, FMLA, for employees.

  • Determine and record employee information, such as exemptions, transfers, and resignations, to maintain and update payroll records.

  • Serve as subject matter expert on management and configuration of overall HRIS database.

  • Ensure company compliance with federal and state laws, including reporting requirements and tax filings.

  • Prepare 401k deduction reports.

  • Ensure that all tax e-filings are done accurately and on time.

  • Responsible for all reporting requirements related to benefits and payroll, including ACA compliance and reporting

  • Prepare reports needed for compensation analysis or other needed reports by College personnel.

  • Advise managers and employees on state and federal employment regulations, College benefit and compensation policies, personnel procedures and classification programs.

  • Assist Director of HR and HR Assistant in the planning, development, evaluation of, improvement, and communication of methods and techniques for selecting, promoting, compensating, evaluating and training employees.

  • Serve as backup for recruiting, on-boarding, FMLA, and Learning Management System (LMS)

Education and Experience

  • Associate's degree preferred. May substitute work experience.

  • 2-5 years experience processing payroll in multiple states, including Colorado, California, Florida, Virginia, New York, and New Jersey.

  • Experience managing the Open Enrollment and Benefits processes

  • Experience with HRIS implementations preferred

  • Experience using Kronos and Paycom preferred

  • Highly proficient in MS Office suite

  • Experience with payroll and benefits in a higher education setting is a plus

Skills and Characteristics

Well-versed in labor and compensation regulations and best practices. Highly organized with strong attention to detail and ability to multitask. Excellent verbal and written communication skills. Excellent interpersonal skills; able to work collaboratively and communicate diplomatically with a variety of people.  Positive attitude and strong customer service focus. Proficient in MS Office (Google Suite a plus). Manage highly sensitive and confidential information.


Decision Making

This position will make recommendations on policies, operating practices, and procedures. Will work closely with HR Director and HR Assistant to identify and address challenges related to HRIS end-user acceptance and HR policies.
