Job Summary:

Develops and maintains standardization of quality of programming, residential and case management, across all social service programs and services, through the standardization of program design, program components, case management practices, and the client record supervisory review structure; trains, supervises, and evaluates all assigned staff; assists in the interview process for social services staff at all locations; implements programs, assesses problems and determines appropriate types and methods of treatment and implements intervention methodologies.

Supervisory Responsibilities (30%)

Plans, directs, and supervises the work of assigned staff; trains and instructs employees in the proper methods and procedures; monitors work in progress and upon completion to ensure accuracy, completeness, and compliance with established policies and procedures; conducts staff meetings and individual meetings with employees; conducts performance evaluations and provides salary and hiring/firing recommendations.

Assists the Corps Officers in the preparation and monitoring of the Program management budget; reviews, monitors, and approves expenditures to ensure compliance with budget and funding constraints.

Assumes the role of subordinates when there are department vacancies, time off or absences; provides transportation support as necessary.

Liaison Responsibilities (20%)

Attends meetings and other community involvements in collaboration with the Corps Officers, which are pertinent to the promotion and support of The Salvation Army and enhancing its programs and projects.

Participates in continuing education opportunities, conferences, and seminars to enhance professional growth and encourages/supports continuing education of staff.

Develops relationships with the local and broader community to enhance support of operations for which this position is responsible.

Serves as a staff representative to the Advisory Board on behalf of the Social Services Department.

Case Management Responsibilities (20%)

Establishes unique comprehensive long-term goals and action steps for eligible clients based on client choice, decision-making abilities, mental capabilities, addiction history, and family involvement that will transition client to stable affordable permanent housing, independent living, and support networks, etc; explains goals to client in a manner that is easily understood; consistently guides client on ways to modify or stop negative behaviors while in the program.

Outsources clients to additional counseling resources if needed; maintains awareness of progress with external case management professionals, working as a team to meet the holistic needs of the individual.

Meets regularly with clients to discuss and evaluate their progress, feelings, impressions, changes and personal growth/development; prepares accurate and up-to-date records documenting the same; Collaborates with the Shelter staff as needed regarding client concerns while residing in shelter during case management.

Facilitates individual and group discussion to ensure clients goal activity and action step engagement and motivations are progressing; redirects negativity, promotes self-awareness and provides appropriate encouragement.

Plans, coordinates, and/or facilitates classes or referrals for life management, behavior modification, housing relocation opportunities, in obtaining income, employment, and budgeting skills that will enable clients to obtain and maintain housing and independently cope with their environment. Obtains speakers and workshop presenters as needed.

Maintains awareness of the program requirements necessary to maintain existing funding; ensures that measurable outcomes correspond with requirements and makes adjustments to case management processes as necessary.

Analyzes statistical information and case outcomes to ensure that recidivism is not occurring on a regular basis.

Attends community meetings with representatives of other agencies in order to educate them about the program, make client referrals and maintain awareness of client's progress.

Administrative Responsibilities (20%)

Prepares and maintains case records and logs on all assigned clients; ensures the accuracy and completeness of the same for case managers and monitor staff; enters pertinent information into the established Homeless Management Information System (HMIS) and ensures accuracy and completeness for case managers and monitor staff.

Prepares and maintains statistical records on all services provided; compiles and prepares monthly statistical reports; ensures the accuracy and completeness of the same.

Reviews all client and staff incident reports on a daily basis; reviews complaints related to staff and directs investigations of such complaints.

Ensures program compliance with internal policies, grants, contracts, and applicable laws and regulations; recommends changes as needed to maintain compliance.

Program Development and Evaluation Responsibilities (10%)

Develops, implements, and evaluates program and client needs to identify gaps in service and effectiveness of social service programs; reviews and recommends program changes as needed.

Reviews, monitors, and interprets all functions of the social services programs for compliance and adherence to policies and procedures; implements and monitors additional policies and procedures for these operations and ensures compliance to the same which includes any legal requirements, standards, and regulations.

Collaborates with Development staff in sharing program success & stats, researching funding opportunities for social services programs; assists with preparing, writing, and submit funding proposals.

Collaborates with Finance staff and program staff to ensure that all financial requests are accurate, complete, and submitted in a timely manner for payment; and partners with Finance staff to ensure program assistance reports and statistical reports are submitted properly and meet funding requirements.

Other Responsibilities:

Provides on-call support as emergencies occur.

Travels, as needed, to represent The Salvation Army to support and enhance all social service programs and projects.

Conducts house meetings, devotions, and group activities with clients.

Performs other duties as assigned.

Materials and Equipment:

Knowledge, Skills and Abilities:

Knowledge of the principles and practices of social service case management.

Knowledge of social service resources and agencies in the community.

Knowledge of effective communication and motivation practices.

Knowledge and commitment to computerized Client Data Management System usage and emphasis on outcome measurement.

Ability to supervise, lead, motivate, monitor, and evaluate employees.

Ability to administer a budget and monitor expenditures for compliance with the same.

Ability to develop program plans and goals based on client's needs.

Ability to assess and evaluate level of service provided in order to ensure service evaluations are favorable and meet or surpass funding requirements.

Ability to evaluate the client's progress toward program goals.

Ability to work with the public encompassing all types of behaviors.

Ability to interview clients and to obtain pertinent information.

Ability to prepare and maintain accurate and complete case notes and client records.

Ability to plan, organize, and prioritize work in order to accomplish work in compliance with quality standards and deadlines.

Ability to build and maintain effective and professional working relationships with clients and community agencies.

MINIMUM QUALIFICATIONS REQUIRED:

Education and Experience:

Bachelors Degree from an accredited college or university in Social Work, business administration, or related field,

and

Three years progressively responsible experience coordinating and supervising social services programs, with at least one year in a supervisory capacity.

Or

any equivalent combination of training and experience which provides the required knowledge, skills, and abilities.

Certifications:

Valid State Drivers License

Physical Requirements:

Ability to meet attendance requirements.

Ability to read, write, and communicate the English language effectively.

Ability to communicate clearly and effectively both orally and in writing.

Ability to think clearly and quickly in order to maintain control of client caseload.

Ability to effectively and efficiently work on multiple cases at the same time without becoming frustrated or disorganized.

Limited amount of physical effort required associated with walking, standing, lifting and carrying light objects (less than 25 lbs.) 5-10% of work time.

Duties are usually performed seated. Sitting may be relieved by brief or occasional periods of standing or walking.

Working Conditions:

Work is performed in a shelter environment where there may be exposure to physical health risks and unsanitary conditions. Work involves driving a vehicle to off-site meetings and home visits where there may be physical discomforts associated with changes in weather or discomforts associated with noise, dust, dirt and the like.
