Develops and oversees grant-funded instructional programs in support of career and technical education and workforce development.
SUPERVISION EXERCISED AND RECEIVED
Supervision is provided by the Dean of Instructional Services.
Provides work direction to faculty, classified staff, and lower level administrators.
Examples of Duties
Explores and identifies potential K-14 and K-16 pathways for career and technical education (CTE) based on workforce trends, opportunities in the regional labor market, and student interest; recommends grants and funding opportunities that align with District programs and goals to faculty and administration.
Builds partnerships with local school districts and regional industry leaders to identify educational needs and foster connections to support curriculum development and career program advisory committees.
Collaborates with K-16 administrators to establish and maintain articulation agreements and CTE pathways for high school students including identifying feeder courses, ensuring the availability of necessary resources, and developing agreements for dual and concurrent enrollment opportunities.
Oversees the implementation of CTE pathways; advises program managers and faculty of program needs to drive curriculum development and evaluates and communicates program strengths and challenges to enable improvements.
Analyzes labor market indicators and internal performance metrics to evaluate and target CTE programs; develops data-driven and narrative reports detailing program performance.
Monitors CTE grant budgets and expenditures for compliance with state and federal regulations.
Attends and presents at conferences and workshops pertaining to CTE; serves as the District's alternate voting member for the Los Angeles Orange County Regional Consortium (LAOCRC) and other state and regional organizations.
Performs related duties as assigned.
Career and technical education and workforce development initiatives such as the Perkins Act and Strong Workforce, Career Pathways, and Guided Pathways programs, including their goals, funding opportunities, recommendations, and requirements.
Community college CTE certificate and degree curriculum development and program approval processes.
Career and technical education programs, including emerging trends, industry workforce training needs, related certifications, and business and industry training programs.
Course articulation processes and student learning, service area, and program learning outcomes as they pertain to curriculum and program development.
Community college organization, objectives, programs, services, and governance.
Federal and state laws and regulations pertaining to career and technical education, workforce development programs, and grant administration.
Advanced research methods and data analysis techniques for program development and evaluation.
Monitor local and regional labor market trends and demands.
Lead, facilitate, and collaborate with others in the development and coordination of programs and activities with multiple stakeholders, gaining agreement and consensus among diverse groups of individuals.
Identify resources and funding opportunities in support of CTE and workforce development programs.
Collect, retrieve, analyze, and interpret quantitative and qualitative data.
Present information, conclusions, and recommendations clearly, logically, and persuasively.
Monitor, interpret, apply, explain, and ensure compliance with federal, state, and local laws, regulations, policies, and procedures.
Establish and maintain effective working relationships and partnerships with District management, faculty, staff, and students; local businesses, organizations, schools and community members; representatives from regional, state, and federal agencies; and others encountered in the course of work.
Communicate effectively orally and in writing.
Professionally represent the District in local, regional, and state activities and committees.
Demonstrate a sensitivity to and understanding of the diverse academic, socioeconomic, cultural, disability, gender identity, sexual orientation, and ethnic backgrounds of community college students, faculty, and staff.
Master's degree from an accredited college or university.
Four years of experience working with career and technical education and workforce development programs, including at least two years in a management or lead capacity.
Starting salary is from $8,983 to $11,463 per month depending upon education and experience. Fringe benefits, which are subject to change pursuant to negotiations under Section 3500 of the California Government Code, are presently provided and include family and domestic partner medical and dental, two-party vision plan, and employee life insurance.
