Reporting to the Executive Director of Human Resources, the HR Manager will work closely with college leadership, supervisors, faculty, staff and union representatives to build collaborative relationships and advance the college's mission, values, and goals. The HR Manager will participate in all department functions including compliance, recruitment/hiring/onboarding, performance management, and training. The position will have a particular focus on management of employee relations matters and strive to promote a culture of success and engagement for all employees.

ESSENTIAL FUNCTIONS, DUTIES, AND RESPONSIBILITIES:
Conduct trainings and workshops related to policies, procedures, and professional development topics.
Support supervisors and employees with conflict resolution and performance management issues.
Provide guidance and interpretation on policies, legal compliance, and collective bargaining contracts.
Manage employee and labor relations matters; support collaborative relationships between union leadership and college leadership.
Ensure consistent application of the provisions of collective bargaining agreements, policies, procedures, and laws as they pertain to the workplace.
Represent the college at grievance hearings, mediations and arbitrations as required.
Draft grievance decisions and written documents pertaining to employee relations matters in conjunction with the Executive Director and General Counsel's office.
Develop surveys and implement communication strategies to enhance workplace culture.
Review and provide guidance on job descriptions and position reclassifications.
Respond to employee requests for workplace accommodations.
Participate in the recruitment and retention of faculty and staff.
Implement strategies for increasing and retaining a diverse workforce.
Facilitate employee onboarding and new employee orientations.
Provide analysis and calculations to determine employee compensation changes.
Respond to employee benefit questions.
Compile data and develop reports as needed.
Manage special projects and serve on college committees as required.

Job Requirements:
REQUIRED QUALIFICATIONS:
Minimum of a Bachelor's degree required.
Minimum of three (3) years of HR generalist experience
Experience working with collective bargaining agreements
Excellent verbal and written communication skills
Skilled facilitator, confident making small and large group presentations
Demonstrated ability to use sound judgment and work independently
Demonstrated ability to use discretion in handling confidential information.
Proficiency with Microsoft Office suite, including Outlook, Word, Excel, Teams, and PowerPoint.
Excellent customer service skills
Strong organizational skills and ability to manage multiple demands

PREFERRED QUALIFICATIONS:
Master's degree
Higher education experience
Experience with Ellucian products or HRIS systems
Demonstrated project management skills and process improvement skills
Experience with recruitment technology platforms and applicant tracking systems.
Human Resources certification (e.g. SHRM-Cp, SPHR, PHR, etc.)
Aptitude and passion for process improvement

Source of Funding: State Funded
Salary: $65,000 to $75,000
Area of Assignment: Human Resources
Effective Date: January 2024
