Job Summary/Basic Function:
The Human Resources Recruitment and Benefits Consultant supports the College's strategic goals related to recruitment and retention by effectively managing the full cycle of the employee recruitment process from initial recruitment approvals through onboarding new hires. The position coordinates the College's benefits function, manages leaves of absence, including FMLA, Leave Without Pay, and Shared Leave processes. The incumbent works closely with the Human Resources team on leave of absence, return to work, retirement and employment separation issues.
PERFORMANCE RESPONSIBILITIES:
Benefits
  • Coordination of benefits for all employees throughout the employment lifecycle.
  • Complete quarterly review of benefits eligibility for associate faculty and coordinate with other colleges regarding faculty benefits.
  • Assist the payroll office, as necessary, with monthly reconciliation of Health Care Authority and Department of Retirement System balancing.
  • Inform current employees of changes in benefit offerings and options such as open enrollment.
  • Coordinate annual benefits Open Enrollment event.
  • Assist employees with benefits enrollment changes by determining eligibility for qualifying events and guidance on the enrollment change process.
  • Manages the benefits administration system(s), including serving as a point of contact for third party benefits administrators/carriers

Protected Leave Implementation
  • Responsible for all protected employee leave administration; includes Family and Medical Leave Act (FMLA), Paid Family and Medical Leave (PFML), and the college's shared leave program.
  • Monitor state and federal legislation that will impact FMLA, PFML, and Shared Leave, coordinating potential impact and plan administration changes with HR leadership.
  • Assist with requests for Reasonable Accommodation Analysis and coordinate accommodations with employees and supervisors.

Absence Management
  • Assist employees and supervisors with questions on submitting leave requests and reporting work hours.
  • Communicate with employees and/or supervisors regarding absence requests needing approval or editing during absence processing. Assist employees with completing forms.
  • Coordinate with the payroll team to reconcile and support completion of the absence take process.
  • Coordinate with the payroll team to reconcile and support completion of the absence entitlement process.
  • Collaborates with the payroll team to evaluate unpaid, unapproved, and unprocessed leave for proper hour counts and obvious errors in alignment with payroll processing times.
  • Responsible for coordinating leave adjustments; including, annual sick leave buyouts, balance payouts upon separation, and balance transfers for separating employees.
  • Review Shared Leave requests and supporting documentation, issue approval or denial. Track Shared Leave donations and use.
  • Understand and ensure accuracy of reporting in various external statewide databases: Health Care Authority, Department of Retirement Systems; VEBA membership enrollment, etc.
  • Prepares regularly occurring and ad hoc reports for internal and external partners.

Recruitment
  • Facilitate the hiring process, including training and advising managers, posting and advertising positions and monitoring all steps in the process to ensure compliance with law, policy and procedures.
  • Interpret policies and procedures; work with department staff to resolve discrepancies as required; suggest and assist in implementation of new or modified policies and procedures.
  • Provide hiring managers with advice and assistance in developing job announcements, recruiting, hiring, and onboarding employees.
  • Create recruiting materials including brochures, flyers, and advertisements
  • Coordinate ad placements on various job sites. Promote job openings on various social media platforms.
  • Conduct reference checks and provide summary of results to hiring managers
  • Make recommendations to hiring managers regarding job offers.
  • Understand, use, and interpret various collective bargaining agreements as they relate to recruitment, hiring and promotion.
  • Participates in internal and external recruitment events and activities (e.g. job fairs)

Onboarding
  • Process and evaluate results of criminal background checks and sexual misconduct verifications. Escalates questions to appropriate leadership.
  • Onboard new employees, process applicable new hire paperwork and personnel files.
  • Enter and maintain accurate personnel data in the college's personnel management system (ctcLink), as well as the Health Care Authority system.
  • Enters and updates personnel data in the college's directory and other internal systems

General HR Administrative Support
  • Ensure compliance with state and federal laws, including Fair Labor Standards Act, Family Medical Leave Act, Americans with Disabilities Act, Uniformed Services Employment and Reemployment Rights Act, Washington Law Against Discrimination, Workers Compensation, etc.
  • Act as front desk or customer service representative for human resource questions.
  • Participate in human resources events and trainings, such as, but not limited to, new employee orientation.
  • Maintain confidentiality of all personnel information and records.
  • Prepare periodic reports as requested or required, including .
  • Provide support for the Employee Wellness program, including assisting with planning, coordinating, and promoting wellness events.
  • Provide support and assistance for HR team members as needed.
  • Elevate complex issues in the areas of recruitment, hiring, benefits, protected leave, and absence management to HR leadership.
  • Perform other duties as assigned by HR leadership.

Minimum Qualifications:
  • Associates degree from an accredited institution
  • Two years progressively responsible professional human resources experience
  • Demonstrated commitment to excellence, professionalism, integrity, and customer satisfaction
  • Demonstrated successful experience working with diverse populations
  • Demonstrated successful experience in achieving results

Preferred Qualifications:
  • Demonstrated professional level human resources experience related to benefits administration
  • Demonstrated professional level human resources experience related to recruitment
  • Demonstrated strong customer focus and customer service skills
  • Demonstrated excellent oral and written communication and negotiation skills
  • Proven ability to build relationships with a wide variety of stakeholders

Work Hours: Current work hours are M-F, 8 a.m. to 5 p.m., with some evening hours to mirror program activities. Summer schedule is condensed to 4 10s. This position is primarily in person; partial remote work may be available.
