Job Summary
The Director of Operations provides advanced professional/administrative leadership, consultation, and expertise within the Facilities/Physical Plant operations department, as well as direction on budget, timelines, and administrative projects. Sets strategic direction, develops and implements work scope and related operational procedures. Establishes funding requests as needed, and provides operational planning, budgeting, and assessment.

Essential Duties and Responsibilities
  • Develops and manages annual budgets for the Facilities/Physical Plant department and performs periodic cost and productivity analyses.
  • Maintains comprehensive project lists and associated budgets with each. Monitors progress and completions of projects based on budget analyses. Updates current year budget with line item amendments as needed.
  • Oversees that department purchase requisitions, purchase orders, and invoices are being processed in a timely manner.
  • Maintains complete responsibility and oversight of day to day operations.
  • Establishes and implements short- and long-range goals, objectives, and operating procedures; monitors and evaluates operational effectiveness and effects changes required for improvement.
  • Prepares and presents written and oral reports and communications regarding operational projects and budget analyses as required by the Vice President.
  • Plans and implements programs to train supervisors and employees to meet standards and also to enhance the college safety culture.
  • Supervise departmental staff and provides constructive feedback.
  • Supports in the development of a plan of maintenance, facility improvement, and cost reduction initiatives.
  • Working hours include evenings, holidays or weekends depending on deadline requirements and special events and projects.
  • Attends the workplace regularly, reports to work punctually and follows a work schedule to keep up with demands of the worksite.
  • Completes duties and responsibilities in compliance with college standards, policies and guidelines.
  • Completes all required training and professional development sessions sponsored by Texas Southmost College.
  • Supports the values and institutional goals as defined in the Colleges Strategic Plan.
  • Participates in the process for systematic review and evaluation per the institutional effectiveness model adopted by the College.
  • Promotes positive morale and teamwork within the department and provides exceptional customer service to students, faculty and community.
  • Serves on committees as appropriate and as appointed by supervisor.
  • Performs other duties as assigned.

Required Knowledge and Skills
To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.
  • A strong commitment to the mission of the community college.
  • Experience in analyzing cost estimates and recommending use of college resources (employees/equipment) or contracted services.
  • Ability to maintain comprehensive project lists and monitor progress and completion of projects as compared to budget.
  • Strong project management skills and ability to pay attention to detail with a high degree of accuracy.
  • Demonstrated knowledge of basic accounting principles and practices of generally accepted accounting and budgeting procedures.
  • Knowledge of basic procedures of financial record keeping and reporting.
  • Strong interpersonal skills and ability to supervise, manage and evaluate staff effectively.
  • Must be able to prioritize projects, work independently, and handle confidential matters with appropriate discretion.
  • Ability to review and evaluate problems and to identify and implement creative solutions.
  • Excellent decision-making skills and willingness to search out answers to make the best possible decision that correlates with the strategic plan of the college.
  • Must be able to ensure the coordination of a large number of individuals/departments to assure the timely and satisfactory completion of operational projects.
  • Proficient in the use of e-mail, word processing, spreadsheet, database, and presentation software and use of the Internet to access data, maintain records, generate reports, and communicate with others.

Required Education and Experience
To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the education and experience required.
  • Bachelors degree from an accredited university in Finance Administration, Business Administration or related field.
  • Minimum of three (3) years relevant experience in budget management, accounting, and/or project management.

Preferred Education and Experience
  • Masters degree from accredited university in Finance Administration, Business Administration or related field.
  • Minimum of six (6) years relevant experience in budget management, accounting, and/or project management.
  • Bilingual (English/Spanish).
