GENERAL POSITION DESCRIPTION:

 

The Vice President, Finance & Administration provides leadership for various administrative functions and is responsible for the overall financial operations of the College. Currently oversees the planning, direction, and administration of the following administrative areas: physical plant, financial services, campus police, emergency & risk management, marketing and communications, purchasing and auxiliary services, human resources, financial aid, admissions and recruitment, records and registration, enrollment management, and information systems and services. Provides high-level support to the President for special initiatives as needed, including special financing agreements, master facilities planning, unique facility projects, legal issues, strategic enrollment management, and others.

NOTE: This is a security-sensitive position, and an appropriate background investigation will be made on applicants being strongly considered for this position.


SELECTION CRITERIA:

Knowledge of: 1. Organizational and management practices as applied to the analysis and evaluation of finance and administration programs, policies, and operational needs. 2. Advanced techniques of budget development, administration, finance, emergency management, public safety, marketing and communication, recruitment and enrollment management, legal and human resources issues, information systems, financial aid and admissions and records, auxiliary services, and fiscal planning. 3. Principles and practices of organization, administration and HR management. 4. Principles of supervision including employee recruitment, training and performance evaluation. 5. Pertinent Federal, State, and college laws, rules, and regulations (e.g., HB 8 from 88th Texas Legislature). 6. Principles, practices, methods, and procedures of accounting and public finance. 7. Investment strategies and techniques. 8 Construction principles, architectural principles, and interior design concepts. 9. Principles and practices of insurance administration. Ability to: 10. Manage, provide leadership to, and coordinate the activities and operations of all aspects of finance and campus administration. 11. Provide professional administrative support to the College President. 12. Operate as a cooperative member of the College leadership team to address and solve college issues. 13. Lead the Colleges strategic enrollment and oversee the master facilities plan. 14. Prepare and administer a large and complex budget and provide advice and support to the College Foundation. 15. Prepare complex and timely presentations regarding the Colleges financials as needed. 16. Analyze problems, identify alternative solutions, project consequences of proposed actions, and implement recommendations in support of goals. 17. Read and understand legal documents and lead in legal issues. 18. Provide leadership to campus safety and emergency management initiatives. 19. Evaluate contracts and make appropriate decisions. 20. Discern technical insurance terms and organize a comprehensive insurance program. 21. Read blue prints and understand bidding and legal constraints of purchase contracts. 22. Understand principles of a community college foundation and related investments and operations. 23. Develop, interpret and apply college policies, procedures, rules and regulations. 24. Gain cooperation through discussion and persuasion. 25. Establish and maintain effective work relationships with members of the community, the student population, and academic and administrative staff. 26. Communicate clearly and concisely, both orally and in writing. 27. Represent the College within the community.

 


WORKING CONDITIONS:

Sedentary-Desk work; occasional field trips e.g. for college or program activities. Minimal Hazard/Exposure-Standard office setting. At least minimal environmental controls are in place to assure health and comfort.


 

QUALIFICATIONS:

 

MINIMUM QUALIFICATION REQUIREMENTS:

Education: Masters degree in a business-related or leadership field from an accredited college or university.

Experience: Demonstrated responsible experience in finance and/or administration at a college or university.

 


PREFERRED QUALIFICATIONS:

Education: Doctorate Degree in higher education or related leadership field from an accredited college or university.
