Full job description

Job Title

 Responsible for administering policies relating to all phases of employee benefit plans such as life, health, dental, disability insurances, retirement plans, vacation, sick leave, leave of absence. Supports and provides human resource services in the following areas: recruitment and selection, onboarding/offboarding, employee training and development, and employee relations. Provides assistance with payroll. Serves as back-up to the Director of Human Resources, Title IX/Equity Coordinator. Must have the ability and flexibility necessary to work the hours needed to complete the job. Directly responsible to the Director of Human Resources, Title IX/Equity Coordinator.

 

Duties and Responsibilities

 

General Duties

  • Supervises and evaluates the human resource administrative assistant.
  • Processes applications for enrollments and tracks leaves including sabbaticals, disability leaves, leaves for sickness (including FMLA), workers compensation and retirement.
  • Verifies and processes all benefit related invoices for payment including tuition waiver and educational reimbursement programs.
  • Verifies, processes and tracks faculty and staff education assistance program requests.
  • Provides assistance and responds to inquiries from employees by researching personnel files and providing information on collective bargaining agreements, organizational policies, HR policies, and other standards policy/procedural information.
  • Maintains vendor contact to investigate discrepancies and provide information in non-routine situations.
  • Provides professional development training programs for all employees..
  • Oversees and manages the human resources recruitment software management system (NeoED Insight and Perform modules) for applicant tracking/interviews and administrative and classified staff appraisals to ensure effectiveness, compliance, and equity within the college.
  • Keeps abreast of changing employment laws, including knowledge in areas related to human resources, (i.e., COBRA, workers compensation, FLSA, FMLA, ADA, etc.)
  • Serves on Colleges Environmental, Health, and Safety Committee.
  • Assists with union collective bargaining.
  • Assists the Director of Human Resources with employee investigations.

On-Boarding/Off-Boarding/Recruitment

On-Boarding:

  • Meets with new employees to review policies and procedures and benefits. Maintains and enters employee and benefit information, retirement, and attendance tracking on colleges HRIS. Updates employment data as needed.

Off-Boarding:

  • Meets with employees to review off-boarding processes and conducts exit interviews, explains termination of benefits.
  • Oversees tracking of 3 and 6 month employee engagement surveys and exit interviews.

Recruitment:

  • Responsible for overseeing and assisting the human resources administrative assistant with the maintenance, updates and functionality of the human resources applicant tracking system. This includes:
  • Posting notice of vacancies to Colleges website and the human resources applicant tracking system.
  • Works with the search committee chair and/or supervisor to schedule candidates for interviews
  • Monitors candidates in applicant tracking system from receiving resumes through hiring.
  • Prescreens candidate resumes in applicant tracking system and forward resumes to the supervisor and/or search committee members
  • Ensures employees serving on search committees receive proper search committee training.
  • Conducting background and employment verifications for all new employees.
  • Assist search committee chairs to ensure efficient interviewing process and scheduling of candidates

Benefits:

  • Manages the administration of employee benefits programs including retirement, open enrollment, benefit orientation, benefits evaluation, and benefits-upon-termination exit interviews including assisting employees in the enrollment into benefit plans including health, life and disability, and retirement.
  • Attends Lehigh County Healthcare Consortium meetings.
  • Monitors benefit programs to ensure compliance with all applicable legal requirements.
  • Responds to benefit/salary surveys.
  • Composes employee benefits-related communication. Updates the benefits section on the human resources intranet site
  • Keeps abreast of benefit updates for the HR Banner module
  • Works with external and internal constituents to schedule informational benefit sessions for employees.
  • Provides information to employees regarding College policies for benefits and vacation, sick, and personal choice time.

Payroll/Salary

  • Oversees timesheet approval in the Banner payroll module for each pay.
  • Provides assistance to payroll analyst with payroll issues when needed.
  • Enters new employee hiring information, salary and benefit information for those employees who receive benefits. This includes full and part time administrators, full and part time classified staff and full time faculty.
  • Reviews all other employee applications (adjuncts, pt teaching faculty, pt noncredit instructors, pt grant instructor, coaches, student workers, tutors) contracts and payroll changes.
  • Enters all pay changes on google sheets or other forms that is used by human resources and finance (payroll) to ensure payroll checks and balances.
  • Assists the director with annual salary increases, including end of year processes utilizing Banner Salary Planner.

Records Maintenance

  • Prepares documents and maintains records necessary for implementing/terminating benefit coverages.
  • Maintains and updates seniority records for education support staff.
  • Assists the human resource administrative assistant with the management of the Human Resources Information System – Banner. Develops and compiles reports from a database. Establishes, maintains and evaluates personnel record/keeping systems and ensures that all relevant departmental records are complete, accurate, and up-to-date.

  • Maintains an operations manual(s) for this position.
  • Carries out any special projects as may be assigned.

 

Required Qualifications

 

Required

Education

  • Bachelors from an accredited institution in human resources or business related field or Associates degree from an accredited institution with 5 plus years work experience directly in human resources.

Certifications

  • Act 153 Clearances (Act 34 PA Criminal Background, Act 151 PA Child Abuse History, Act 114 FBI Clearance Fingerprinting)

Work Experience

  • Minimum of three years of responsible human resources administration and/or benefits experience.

Knowledge, Skills, Abilities

  • Demonstrated experience with large integrated database systems (HRIS)
  • Must have experience dealing with diverse populations on sensitive issues.
  • Ability to build and maintain rapport and relationships with internal and external customers.
  • Must have excellent organizational and attention to detail skills.
  • Ability to plan work, establishes priorities, pay attention to details, and work independently.
  • Ability to perform duties in a professional manner; demonstrate critical thinking and analytical skills; ability to maintain confidentiality.
  • Ability to understand and utilize MS Office-Word, Excel and Access and other computer information systems
  • Self-motivation and discipline to regularly set and achieve work goals.
  • Excellent communication, organizational, interpersonal, and networking skills with large groups as well as with individuals.
  • Must possess a high level of the following work skills and behaviors: teamwork/cooperation, initiative, customer service, and commitment to continuous professional growth in skills and knowledge

Preferred Qualifications

  • Masters degree from an accredited institution.
  • Society for Human Resource Management (SHRM) Certification
  • Experience working in higher education.
  • Ellucian Banner knowledge and experience
