The Leidos Health Solutions Performance and Readiness Division has an opening for an Administrative & Budget Analyst Assistant to support the Deployment Health Research Department and the Health and Behavioral Sciences Department at the Naval Health Research Center (NHRC) in San Diego, California. This position is responsible for analyzing current and past budgets, preparing and justifying budget requests, submitting other direct cost packets, making on-contract purchases, submitting invoices packages, and allocating funds according to priorities of individual investigators and the overall department. The Junior Budget Analyst will also assist with various directorate and departmental administrative tasks. This position will perform tasks under the supervision of a senior budget analyst, but will also work closely with the contract Program Manager, Department Head, Principal Investigators, and Fiscal Department staff. The selected candidate will have excellent written and verbal communication skills and be detail oriented.

This is a hybrid position and employees will be expected to come on-site to the Naval Health Research Center in San Diego approximately 3 days a week. The other two days they can work from their home office.

Primary Responsibilities:

  • Assist with the development and execution of spending plans.

  • Assist with analysis of spending patterns and status of funds.

  • Provide technical assistance and support for the set-up, execution, monitoring, reporting, and analysis of appropriated funds.

  • Support the continuous review and reporting of status of funds. Assist the Senior Budget Analyst in providing budget expertise and advising on future budget needs to the command fiscal department.

  • Examine project documents for completeness, accuracy, and conformance with procedures and regulations under direction of a Senior Budget Analyst.

  • Maintain budgets for individual projects and Principal Investigators.

  • Assist with the coordination of the transfer of funds.

  • Assist with departmental and administrative tasks such as tracking departmental documents, scheduling meetings and managing calendars, coordinating event and VIP visits; conducting inventory, and responding to various taskers from Principal Investigators, Department heads, and the Directorate Head.

  • Coordinate onboarding and offboarding steps for employees at the command.

  • Monitor and report on team training completion and on-site schedules.

  • Submit purchase and travel packets for Command approval.

  • Make on-contract purchases, submit purchase invoices, and reconcile purchases.

  • Respond to ad hoc requests from the Program Manager, Project Manager, and Senior Budget Analyst.

Required Education, Knowledge, Skills and Abilities:

  • Associate's degree in business administration, finance or accounting related discipline or equivalent experience in lieu of degree

  • Minimum of 2 years relevant experience

  • Strong MS Office skills, in particular MS Excel

  • Due to federal contract restrictions, candidate must be a U.S. citizen and able to obtain a Secret Clearance.

Preferred Qualifications:

  • Bachelor's degree in business administration or related finance or accounting related discipline.

  • Experience working with government funding

  • Experience or knowledge in either purchasing or procurement

  • Experience working with the military community.

Pay Range:Pay Range $48,100.00 - $86,950.00
