Manager, Grants and Contracts Accounting

Job Description

Job Summary

Responsible for directly managing accounting services for all federal, state & foundation restricted funds including budgeting, cash management, financial reporting, reimbursements, collection of funds, contract compliance, assisting in grant audits and year-end preparation of Single Audit Schedules and overall  compliance with Institution's financial policies, procedures, applicable federal regulations and donor stipulations, including 2 CFR 200 Uniform Guidance and State of Texas Uniform Grant Management Standards.

ESSENTIAL FUNCTIONS

Manage the grant fiscal transactions in accordance with conditions established by contract covenants ensuring grant fund reflect accurately in the balance sheet and the profit and loss statement.

Establish and maintain separate restricted funds for each grant/award to maintain the fiscal integrity. Develop, assist, and manage financial system tables for grant funds, organization, and programs to provide proper accounting for transactions.

Manage and control general ledger and subsidiary ledger accounts for all grants transactions. Close out and reconcile all grants on an ongoing monthly basis. Terminate all fiscal activities and close out all accounts at the end of the grant period.

Control fund disbursements in concert with documented reimbursement requirements of the funding source.

Review and approve all direct payments to determine that expenditures are following contract covenants, Federal and State Regulations and Houston Community College Policy.

Assist in reviewing appropriateness of financial restricted fund transactions and its compliance with allowability of costs; approval of purchase requisitions, invoice payments, travel requests, P-Card transactions, payroll distributions, stipends and tuition benefits; monitoring sub-recipient compliance and risk assessments; federal, state and other required reporting for grant programs; invoicing, effort reporting, cost sharing and cost transfers, financial reporting, and closeouts for individual grant projects.

Review and approve all grant budgets and adjustments entries into the finance system; including, but not limited to journal entries, requisitions, budget adjustments, cost transfers, cost sharing, G-Code requests, adjustments to accounts receivable, travel requests and Concur transactions.

Approve grant and contract invoicing; monitor receivables and amounts due from agencies; approve direct cash draws from G5, ASAP, NSF Research.gov, TWC CEDAR and THECB portal.

Assist in the month-end and year-end closing of the general ledger. Assist in the preparation of Single Audit Schedule of Expenditures and accompanying notes for federal & state grants. Work directly with auditors and provide documentation, support, and responses for the Single Audit.

Oversee management and disbursement of Foundation funds received by various HCC programs and approve monthly reconciliation of the Foundation restricted fund.

Assist with training and provide support to grant budget authorities (PIs), HCC budget office and other professional staff on accounting policies and procedures impacting the grant accounting process.

Manage the day-to-day operations of the grants accounting group and ensure timely task completion in accordance with staffing levels.

Maintain independent judgment; strong organization and communication skills; and a customer service focus across broad and diverse subject areas.

Perform other duties, tasks and assignments as required.

QUALIFICATIONS

Education & Experience

         Bachelors degree in with a major in accounting required

         5 years of accounting and finance experience, including 2 years of grants accounting experience and 2 years supervisory experience in accounting/business office required    

Licensing & Certification

Working Conditions

General office.
