University Information and Technology is seeking a Chief Data Officer. This is a full-time (1.00 FTE),12-month, professional faculty position.

Led by the Office of the Chief Information Officer (CIO), UIT manages IT operations for OSUs three campuses, serving students in Oregons 36 counties and in more than 100 countries. UITs leadership philosophy centers around a human-centric and fully architected technology landscape, leveraging enterprise solutions for common good services while empowering individual colleges and business units to innovate and invest in their missions and initiatives.
UITs designs and implements a seamless, interconnected digital ecosystem that aligns to the universitys strategic goals and maximizes impact. The division is comprised of trusted partners and consultants committed to igniting innovation and fostering a culture of continuous improvement by providing expert guidance and innovative solutions that support the universitys teaching, research, outreach and extension mission. The Data and Information Architecture unit within University Information and Technology (UIT) at Oregon State University (OSU) is dedicated to meticulously aligning data management with the institutions strategic goals. Our team transforms data into actionable insights, facilitating informed decision-making that propels academic success, operational efficiency, and equity initiatives. By engaging collaboratively with university stakeholders, we consistently provide timely and meaningful reports and analyses that support long-term planning, optimize institutional performance, and enhance student outcomes. The Chief Data Officer (CDO) at Oregon State University (OSU) provides strategic leadership and vision for the universitys data strategy, governance, and analytics. Reporting directly to the Vice Provost and Chief Information Officer (CIO), the CDO plays a critical role in enabling data-informed decision-making across academic, research, administrative, and outreach domains. This role involves leveraging data to drive innovation, enhance decision-making, and create competitive advantages. The CDO will also oversee the integration of AI technologies to optimize data processes and generate actionable insights. As a senior member of the CIO Strategic and Executive Teams, the CDO will oversee university-wide data governance and analytics programs, lead enterprise data architecture initiatives, and champion data equity and inclusive excellence.
The CDO is a forward-thinking leader who aligns data strategy with institutional priorities and the broader OSU mission. They will foster a culture of data literacy and transparency while ensuring that OSUs data practices reflect the universitys commitment to accessibility, security, innovation, and continuous improvement.
The CDO oversees a broad and cross-functional portfolio that includes:
- Strategic direction for enterprise data governance and quality frameworks
- Oversight of institutional data architecture (including institutional reporting) and analytics platforms
- Data stewardship and privacy in compliance with legal and regulatory standards
- Collaboration with university leadership, faculty, and staff across all divisions to ensure alignment of data practices with institutional goals
- Advancement of digital equity and inclusive excellence in data use
- Innovation in data-driven tools and applications to improve teaching, research, engagement, and administration

Key Responsibilities
40% Strategic Data Leadership
- Create and execute a comprehensive data strategy that aligns with OSUs strategic plan and drives innovation.
- Advise university leadership on institutional data priorities, analytics capabilities, and emerging data technologies.
- Develop and lead initiatives that enhance data literacy, data culture, and the effective use of data across the institution.
- Serve as an internal consultant for data-related issues and opportunities.
25% Data Governance & Quality
- Establish and maintain enterprise data governance structures and processes.
- Ensure data accuracy, integrity, availability, and security across all systems.
- Define policies and standards for data access, classification, usage, and retention.
- Promote ethical and responsible data use, ensuring privacy and regulatory compliance.
20% Analytics & Innovation
- Oversee the integration of AI and machine learning technologies to enhance data analytics and automate processes
- Oversee the development and integration of business intelligence and analytics tools.
- Foster innovation in the use of data for predictive modeling, performance metrics, and impact assessment.
- Sponsor the development and implementation of advanced analytics solutions to extract insights from data and support strategic decision-making.
- Support university priorities such as student success, research impact, and operational effectiveness through actionable insights.
- Partner with IT leadership to ensure scalability, interoperability, and performance of data systems.
10% Collaboration & Engagement
- Partner with academic, research, and administrative leaders to understand data needs and co-develop solutions.
- Serve on university committees and workgroups related to institutional planning, assessment, and accreditation.
- Cultivate external partnerships that enhance OSUs data capabilities and visibility.
5% Leadership and Supervision
- Lead and mentor a cross-functional team of data professionals, analysts, and architects.
- Foster a culture of continuous learning, professional development, and innovation.
- Oversee budgets and resource planning for data-related initiatives.
What You Will Need
- Bachelors degree in data science, computer science, information systems, public administration, or a related field.
- At least 7 years of progressive leadership experience in data management, analytics, and/or governance.
- Demonstrated expertise in creating and executing data strategies that align with business goals.
- Demonstrated experience developing and implementing data governance and data strategy programs at scale.
- Strong understanding of data platforms, business intelligence tools, and enterprise information systems.
- Proven ability to lead cross-functional teams and foster institutional change.
- Excellent communication and interpersonal skills, with the ability to translate technical concepts for diverse audiences.
This position is designated as a critical or security-sensitive position; therefore, the incumbent must successfully complete a criminal history check and be determined to be position qualified as per University Standard: 05-010 et seq. Incumbents are required to self-report convictions and those in youth programs may have additional criminal history checks every 24 months.

What We Would Like You to Have
- Masters degree or higher in a relevant field.
- Experience in higher education or a similarly complex, decentralized organization.
- Experience with systems such as Workday, Salesforce, Power BI, or Tableau.
- Understanding of legal and regulatory frameworks such as FERPA, HIPAA, or GDPR.
- Proficiency in AI and machine learning technologies and their application in data analytics.
- Experience with advanced analytics tools and techniques (e.g., predictive modeling, data mining).
- Commitment to diversity, equity, inclusion, and access in the use of data.
- Experience in promoting data-driven decision-making in research, teaching, and extension contexts.
Working Conditions / Work Schedule
This position is expected to work a typical Monday through Friday schedule at the Corvallis Campus. Some after-hour and weekend work may be needed depending on business needs.
This position is deemed essential, and the incumbent may be expected to report to work during inclement weather, emergencies, and other University work curtailments or closures.
Hybrid: This position is designated as hybrid, working both on-site and remotely. The exact amount of on-site and remote work and schedule will be discussed with the supervisor. Hybrid work is dependent on business needs.
