Posting Summary
Rutgers, The State University of New Jersey, is seeking a Investigations Specialist for the Office of Employment Equity (OEE). Reporting to the Associate Director of OEE , the position is responsible for investigating formal and informal complaints of discrimination, harassment, and retaliation under the university’s Policy Prohibiting Discrimination and Harassment and the Title IX Policy and Grievance Procedures  (i.e., complaints brought against faculty, staff, and individuals who do business with the university) across the three campuses. Also investigates complaints arising under the university’s Policy Prohibiting Workplace Violence and the Conscientious Employee Protection Policy. The position will facilitate resolution of formal and informal complaints. In addition, will provide in-person training regarding discrimination, harassment and retaliation under the above policies.
Among the key duties of this position are the following:
  • Conducts investigations into alleged violations of the university’s Policy Prohibiting Discrimination and Harassment, Title IX Policy and Grievance Procedures , Policy Prohibiting Workplace Violence and Conscientious Employee Protection Policy, in accordance with state and federal laws, regulations, and applicable case law. 
  • Authors investigation reports that include factual determinations and analysis. 
  • Handles intake responsibilities and, as appropriate, referral of complaints that are not under OEE’s purview to the appropriate office. 
  • Facilitates resolution of formal and informal complaints, as assigned.
  • Conducts in-person training sessions for various university schools and departments regarding the university’s Policy Prohibiting Discrimination and Harassment and Title IX Policy and Grievance Procedures , and related laws, policies and guidelines.
  • Serves as a resource to the university community regarding discrimination, harassment, workplace violence and retaliation matters.
  • Monitors relevant federal (e.g., Title VII, Title IX) and state (e.g., NJLAD) legal developments (including developments related to administrative agencies such as the EEOC and OCR) and makes recommendations as appropriate. 
  • Understands and contributes to the overall purpose and work of the OEE. Performs other duties as required.

COVID-19 Immunization Requirement
Under Policy 60.1.35 , Rutgers University requires all prospective employees to provide proof that they are fully vaccinated and have received a booster (where eligible) against COVID-19 prior to commencement of employment, unless the University has granted the individual a medical or religious exemption.  Prospective employees who are not eligible for a booster at the time of an offer of employment must provide proof they have received a booster within two weeks (14 calendar days) of eligibility .  Based on current guidance, individuals are considered fully vaccinated against COVID-19 two weeks after receiving the final dose of any COVID-19 vaccine authorized or approved for use in the United States by the United States Food and Drug Administration (FDA) and recommended by the Advisory Committee on Immunization Practices (ACIP) of the Centers for Disease Control and Prevention (CDC).  Eligibility for a booster against COVID-19 varies and is explained on the University’s web site located at https://coronavirus.rutgers.edu/covid-19-vaccine .  Failure to provide proof of primary vaccination and booster will result in rescission of a prospective employee’s offer of employment and/or disciplinary action up to and including termination.

Qualifications


Minimum Education and Experience
  • Bachelor’s degree or an equivalent combination of education and/or experience. 
  • A minimum of five years relevant experience.
Certifications/Licenses
Required Knowledge, Skills, and Abilities
  • Professional experience involving significant responsibilities in investigative work.
  • Knowledge of laws prohibiting discrimination, harassment, and retaliation, including applicable case law, regulations, guidelines, and trends.
  • Demonstrated ability to conduct investigations; to analyze, interpret, and apply complex laws, rules and regulations; to draw reasonable conclusions; to write investigation reports under established timelines; and to facilitate resolution of complaints.
  • Excellent organizational, problem-solving, and analytical skills.
  • Demonstrated ability to function independently and meet timeframes for completion of work.
  • Demonstrated high level of teamwork, initiative, dependability, versatility and flexibility.
  • MS Office 2010 proficient.
Preferred Qualifications
  • J.D. preferred. Litigation experience preferred. 
  • Experience in a higher education setting preferred.

  • UHR hardware and Microsoft 2010 software.
