Position Description

Situated on the ancestral homeland of the Tongva Peoples, Chaffey College is one of the oldest community colleges in California and serves a variety of communities, workforce partners, and students. While other community colleges are often named after their geographic area, Chaffey College is named after local innovator, George Chaffey, who, among other things, implemented street lights in the city of Ontario. Chaffey College celebrates the diverse communities we serve. As a federally recognized Hispanic Serving Institution (HSI) Chaffey's student population includes over 62% identifying as Latinx, 17% White, 8% African-American/Black, 6% Asian, and smaller percentages of Filipino (2.8%), Native American (0.40%), Pacific Islander (0.30%), or decline to state (2.82%). Furthermore, 40% of our students are first-generation college students, and approximately 62% of students are eligible for some form of financial aid. The current student population identifies as 62% female and 36% male with smaller percentages who either decline to state or identify as non-binary. Approximately 5% of Chaffey's students utilize Disabled Programs and Services for support. To support the diverse needs of these populations and their intersections, the College has developed a variety of robust equity-driven efforts in and out of the classroom including the Center for Culture and Social Justice, Panther Care, Turning Point, Success Centers, GPS Centers, and BLOOM training.

Under general direction of the Executive Director, Enrollment Services and Student Support, the Director of Dual Enrollment & High School Articulation develops, supervises, guides and executes the College's efforts related to Dual and Concurrent Enrollment, K-12 Partnerships, and High School Articulation.

Responsibilities

Plan, oversee, and implement the administrative and student support structure for high school partnership course sections, including but not limited to counseling, matriculation, tutoring, and book dissemination; work with College staff to facilitate enrollment to high school students participating in a career pathway
Implement and oversee the College and Career Access Pathways (CCAP) agreements and Memorandums of Understanding (MOUs) with K-12 districts to achieve goals and objectives, in alignment with the statewide and District strategic plans
Work collaboratively with the Instructional Leadership Team to support their programs, scheduling, and staffing; facilitate, create, and update course articulation; facilitate offering of programs, pathways, and course delivery to enable student progress toward their educational goals
Plan, recommend, coordinate, and execute targeted recruitment and engagement activities; develop plans and responses to meet the needs of high schools and school districts in growing dual enrollment
Lead strategic and operational efforts that promote student completion across equity groups especially groups that are historically underrepresented in higher education; collaborate across divisions and departments to assist with expanding dual enrollment opportunities to underserved and disproportionately affected students
Coordinate college-level courses with high school classes
Provide leadership, oversight, and execution of professional development for and with faculty in dual enrollment and support relationship building; design training programs, documentation, and deliver presentations on a variety of related topics
Plan and coordinate with instructors, staff, and high school districts to ensure that current and future dual enrollment courses and activities meet established dual enrollment standards, laws, codes, rules, regulations, policies, and procedures
Establish and maintain program timelines and priorities; actively participates with the coordination of course offerings with College and high school administrators
Develop projects and logistical elements to assure dual enrollment efforts are successful and equitable; oversee and guide the development, implementation, and evaluation of plans, work processes, systems and procedures to achieve goals, objectives, and work standards
Coordinate with Institutional Research to track enrollments, success, and retention rates of dual enrollment students; evaluate and develop improvements in operations, procedures, policies, or methods
Support ongoing partnerships with local K-12 administrators to plan and scale dual enrollment and high school articulation; collaborate with high schools in the district to promote awareness of the articulation agreements and benefits of taking college-level courses within high school
Ensure that high school course offerings align with the community college curriculum and that they meet the prerequisites for transferable college credits
Oversee accurate records of student participation in articulation programs, including course completion and performance
Manage various staff in order to accomplish the established goals of the unit
Effectively manage budget and other resources for programming associated with the assignment, including grants, categorical funding, and unrestricted general fund
Prepare clear and concise reports, correspondence, policies, procedures, and other written materials

Qualifications

MINIMUM QUALIFICATIONS

Possession of a Master's degree and two years of relevant, increasingly responsible experience OR any equivalent combination of education and experience.
Professional experience related to pertinent federal and state laws, regulations, standards, and requirements concerning Dual Enrollment and CCAP/Non-CCAP Programs.
Demonstrated experience in effectively collaborating with educational leaders, governmental agencies, community groups, and various business and professional organizations.
Demonstrated evidence of sensitivity to and understanding of the diverse academic, socioeconomic, cultural, disability, gender identity, sexual orientation, and ethnic backgrounds of high school and community college students and staff. Knowledge of the following:
Curriculum standards, requirements, interpretation, and application in Dual Enrollment Programs
Learning and student success processes, assessment, program outcomes, and application technology
California Community College policies, admission requirements, and transfer guidelines to ensure that articulation agreements remain compliant with state regulations
Development and application of high school articulation agreements.
Planning and organizational principles
Compliance standards for dual enrollment, and high school articulation
Budget preparation and control
Oral and written communication skills
Principles and practices of management
Applicable laws, codes, regulations, policies and procedures
Interpret, apply, and explain rules, regulations, policies, and procedures
Analyze situations accurately and adopt an effective course of action
Meeting schedules and timelines Ability to perform the following:
Articulate and communicate the District's vision and commitment to advancing equity, diversity, inclusion and anti-racism.
Analyze systems and recommend improvements
Track and analyze budgets
Evaluate reports and recommend improvements based on funders' requirements
Plan, organize and administer special programs
Communicate effectively both orally and in writing

Prepare comprehensive narrative reports
Supervise and evaluate the performance of assigned staff
Develop and administer a wide variety of services

CONDITIONS OF EMPLOYMENT
This is a full-time, 12-month position; level III, range 23 of the Management Personnel Plan. Effective date of employment will be as soon as a successful candidate is selected and a mutually agreed upon date is determined. Excellent benefits include: health care, dental program, and vision services for employees and eligible dependents; and retirement coverage through the California Public Employees' Retirement System (PERS).

Being able and ready to work onsite at a Chaffey facility or location is an essential function of this job.
