The Community Colleges of Spokane is seeking a highly motivated and qualified individual for the position of Director of Program Services in the Head Start/Early Head Start Division.

JOB SUMMARY

The Director of Program Services reports to the District Director of Community Colleges of Spokane (CCS) HS/ECEAP/EHS and is responsible for compliance as it relates to Head Start (HS) and Early Head Start (EHS) performance standards through ongoing planning, monitoring, and reporting of HS/EHS comprehensive services activities. This position provides oversight of program systems, including delivery of quality comprehensive early child education and family support services including education, health, nutrition, and family engagement.

This position is responsible for the development and implementation of an inclusive staff training plan for HS and EHS and works in collaboration with the Director of Early Childhood Education & Assistance Program (ECEAP) Services for coordinated HS/ECEAP training needs. The Director of Program Services will coordinate, develop, align, and assess training, technical assistance, and coaching for direct service staff.

This position is responsible for leadership, guidance, and administrative oversight of the component specialist team through direct supervision. This position is responsible for administering the various committees which oversee federal mandates for HS/EHS.

CHARACTERISTIC DUTIES AND RESPONSIBILITIES


  • Responsible for the development, monitoring and reporting functions of the HS/EHS program services division, including oversight of local interpretation of program compliance with Performance Standards related to program services. *
  • Work in collaboration with the Director of Operations to provide leadership and oversight of ongoing monitoring systems to ensure compliance and quality services and to determine areas for training and technical assistance in HS/EHS. *
  • Supervise and coordinate the work of professional exempt component specialists who are responsible for day-to-day training, technical assistance, coaching, monitoring and reporting of program trends and services. Supervise classified employees as needed. Adhere to classified contracts and all district rules and regulations ensuring efficient operations. *
  • Oversee contractor staff, Mental Health Consultants and Nurse Consultant, ensuring work is completed to contractor specifications. Adhere to classified contracts and all district rules and regulations ensuring efficient operations. *
  • Oversee the selection and scope of work for contracted services, i.e., mental health and nurse consultants. Oversee program services committees such as Health Services Advisory Committee (HSAC), Early Achievers (EA), Collaborative Approach to Preschool Education (CAPE), and other program initiatives in collaboration with ECEAP as appropriate. *
  • Responsible for the creation and development of the programs annual training plan in collaboration with the component specialists and senior management team; collaborate with the ECEAP Manager and the ECEAP team to provide training needs. Work in collaboration with the Director of Operations to review staff qualifications ensuring staff meet mandated skills and knowledge criteria. *
  • Responsible for directing and developing information systems and methods for conducting program monitoring and reporting. Oversee electronic information systems utilized by the agency. Report findings and program trends. Ensure current monitoring and evaluation of programs and services are maintained. *
  • Responsible for ensuring the Management Information Specialist (MIS) completes the Program Information Report (PIR) accurately, and timely submission occurs to the Office of Head Start. *
  • Collaborate with the Director of Operations and Program Coordinator to provide support for personnel hiring processes. *
  • Participate in budget planning. Monitor and authorize budget expenditures within assigned area, including non-federal share, for HS/EHS operations and services, ensuring spending is within approved budgets and is compliant with fiscal guidelines and program goals. Review and approve purchasing receipts and transaction logs of assigned staff. Provide administrative oversight for expenditures of program training funds, mental health budget, and component budgets ensuring compliance *
  • Act as a member of the senior management team that has administrative oversight, authority and responsibility for administrative support services, program operations and staff, program services and component strategies, and contract services. Advise for long range planning of program services and operations divisions to achieve agency vision. *
  • May oversee the administration and management of the Program in the absence of the District Director. *
  • Serve on federal, state, and local advisory boards, committees, and task force groups representing the agency as appropriate. Attends training conferences, seminars, and workshops as appropriate. *
  • Participate in the planning and development of annual program goals and objectives in conjunction with the strategic plan or Head Start grant application. *
  • Responsible for drafting HS/EHS school readiness goals, crafting corresponding action plans, and tracking progress toward achieving them.
  • Collaborate with the Compliance Manager to assist in the preparation of grant proposals, ensuring compliance with all regulatory requirements and guidelines, and work closely with program staff to gather necessary data and information for grant reporting purposes.
  • Provide and maintain effective and consistent communication among HS/ECEAP/EHS leadership, staff members, and program sites. Collaborate with the senior management team to identify information needs and appropriate methods of communication. *
  • Stay informed by attending all necessary trainings and meetings and reading all written program updates. *
  • Model professional decorum and mutual respect in all personal interactions. *
  • Comply with district policies, procedures and directives, state and federal regulations, orders and statutes and collective bargaining agreements. *
  • Support and advance the CCS strategic plan, and perform other duties as assigned. *

MINIMUM QUALIFICATIONS
  • Masters degree in business or public Administration, Organizational Leadership, Education or Early Childhood Education, Human Services, or another closely related field. Or an equivalent mix of education and experience that demonstrates the candidate meets all competency requirements for this position.
  • Five years of experience in program monitoring, evaluation, training and/or supervision of professional level staff.
  • Three years of supervisory experience.
  • Expertise in continuous quality improvement and monitoring to improve outcomes for at-risk families and communities, with direct experience in developing and implementing program strategies.
  • Strong analytical skills to quickly assess situations, identify trends, develop solutions and apply critical assessments to the larger context.
  • Ability to use independent judgment to monitor; establish guidelines; plan for interrelated activities; and coordinate such activities within a work unit.
  • Knowledge of HS, EHS and/or ECEAP performance standards, policies and procedures.
  • Knowledge of Washington Administrative Code (WAC) childcare licensing regulations.
  • Knowledge of early childhood education, family engagement and support services and health services.
  • Knowledge of quality assurance, compliance, system monitoring, methods, and techniques.
  • Ability to plan, organize, and allocate resources.

DESIRED QUALIFICATIONS
  • Five or more years of experience in program administration (3 of the 5 years at the supervisory level).
  • Previous administrative experience with HS, EHS or ECEAP.
  • Knowledge of Washington Start Early Achievers and Merit system.
  • Ability to train.
  • Knowledge of Child Plus or other HS/EHS data management systems.

 

CONDITIONS/TERMS OF EMPLOYMENT

TOTAL COMPENSATION WITH BENEFITS: $112,234 - $125,242.

Total compensation is an estimate based upon adding the following amounts together:


  • Base compensation of $86,447 - $97,554, plus
  • Current employer-paid health and related benefit contribution rates, plus

  • Median retirement fund contributions.
The actual total will vary depending upon each employee's enrollment choices.

Person hired must be able to provide acceptable documentation of U.S. Citizenship or lawful authorization to work in the United States. This is an absolute condition of employment. An offer of employment will not carry with it any responsibility or obligation on the part of the district to sponsor an H1-B visa.   • Work is performed in an office environment with frequent interruptions and background noise.

CONDITIONS OF EMPLOYMENT
  • Contract 12-month position.
  • Position is exempt from Fair Labor Standards Act (FLSA).
  • Post-Offer medical exam which includes tuberculin screening and submission of documentation indicating Measles, Mumps & Rubella (MMR) vaccination or immunity.
  • Pre-Employment Post offer Criminal history/child abuse information check including Washington State Department of Children, Youth and Families Portable Background Check prior to employment.
  • May require local or regional travel.
