This position will work a hybrid schedule which includes a combination of working both onsite at La Jolla and remote.

DESCRIPTION

The Altman Clinical and Translational Research Institute (ACTRI) is an NIH-funded Clinical and Translational Science Award (CTSA) institution that provides the infrastructure to support high-quality and innovative translational research. ACTRI's vision is to translate scientific discoveries into improved health by delivering education, training and infrastructure for clinical research in the San Diego area and beyond.

The Center for Community Health (CCH) at ACTRI has over three decades of experience working with diverse communities to tackle complex health disparities at multiple levels. Our mission is to advance health equity through community partnerships by transforming public health practice, research, and education. We do this work by improving health equity, addressing food security and access to healthy foods, advancing health literacy, supporting resident leadership and capacity, empowering youth, building thriving refugee and immigrant communities, reducing health disparities and chronic diseases, advancing healthy policy, systems, and environmental changes, and supporting the translation of scientific discoveries into improved health.

Under the direction of the CCH Executive Director at the ACTRI, the Manager of Community Programming, Research and Advocacy has broad and independent responsibilities for the management and administration of assigned community programs and associated research, advocacy, and implementation activities for CCH. The incumbent will collaborate with CCH leadership team to provide guidance and consultation for ACTRI, CCH, and multi-sector partners to assess and understand health inequities; develop community-engaged research for action to advance knowledge production, develop educational programs to build capacity across sectors; and maintain and establish key partnerships to advocate for the health and well-being of children and families. The Director will play a key role collaborating with leadership, CCH staff, and multi-sector partners in developing and implementing programs and associated research activities that facilitate the translation of research into action. The incumbent is responsible for assigned CCH programs, including but not limited to the San Diego County Childhood Obesity Initiative, Office of Minority Health Community-Driven Approaches to Address Factors Contributing to Structural Racism in Public Health, and Alliance Healthcare Foundation Mission grant programs. These programs will be the focus the incumbent's duties related to grant management, program implementation oversight, research, education, and advocacy.

The incumbent is responsible for leading and implementing research components of assigned projects and programs, and will collaborate with CCH's Evaluation Manager to co-lead research and evaluation activities across CCH in alignment with broader CCH and ACTRI goals to advance equitable, responsive, and actionable health and well-being research in and with historically underrepresented groups using research and data justice frameworks. The incumbent brings a high degree of knowledge related to research and data justice and has expertise in developing strategic partnerships between academic and community researchers to advance the creation, development, dissemination, and implementation of new knowledge for policy, systems, and environmental change. The incumbent applies knowledge of research with an in-depth understanding of quantitative, qualitative, and / or other analysis techniques designed to support research and data justice programs and projects of broad scope and complexity.

CCH is committed to addressing health and racial equity by addressing social determinants of health and by applying a collective impact framework to facilitate partnerships that effectively engage diverse stakeholders. This position requires an experienced, hands-on and collaborative leader who can work as a team member to set and realize goals with diverse partners including healthcare providers, school staff, researchers, community-based organizations, resident leaders and funding agencies. The incumbent engages in problem-solving across assigned projects that frequently requires analysis of unique issues / problems without precedent and / or structure. May manage programs that include formulating strategies and administering policies, processes, and resources; functions with a high degree of autonomy. For assigned programs, the incumbent is responsible for developing and implementing the program's strategic framework, action plan, and research activities. The incumbent implements and manages program work plans and research activities and, and provides a supportive environment for any staff assisting with work plan implementation.

The incumbent will oversee managing the budget, establishing subcontracts and affiliation agreements, and providing human resource support as it relates to staff recruitment and promotion for assigned projects. The incumbent will also collaborate with CCH leadership and partners to support grant-writing in alignment with CCH and ACTRI established protocols and procedures. The incumbent manages daily operations and has fiscal oversight of assigned CCH programs with key inputs from ACTRI Business Finance team.

Uses advanced operational concepts and objectives to resolve highly complex issues. Regularly works on issues where analysis of situations or data requires an in-depth evaluation of variable factors. Exercises judgment in selecting methods, techniques and evaluation criteria for obtaining results. Primarily deals with programs and proposals with broad impact across the function, research initiative, program and / or organization. Develops and oversees the implementation of new programs and processes.

MINIMUM QUALIFICATIONS
  • Nine years of related experience, education/training, OR a Bachelor's degree in related area plus five years of related experience/training.

  • Advanced knowledge of common organizational- or research-specific and other computer application programs.

  • Strong communication and interpersonal skills to communicate effectively with all levels of staff and influence, both verbally and in writing.

  • Ability to use discretion and maintain all confidentiality.

  • Advanced project management skills.

  • Thorough knowledge of organizational or initiative processes, protocols and procedures.

  • Ability to multi-task with demanding timeframes.

  • Advanced knowledge of applicable policy analysis techniques.

  • Advanced analytical / problem-solving skills.

  • Familiarity with San Diego County populations

  • Demonstrated ability to respond and adapt to new and changing situations in research and program development.

  • Demonstrated ability to use research and data justice frameworks.

  • Ability to integrate research findings into practical program development and implementation.

PREFERRED QUALIFICATIONS
  • Advanced program management skills and knowledge of research methodologies.

Pay Transparency Act

Annual Full Pay Range: $82,500 - $151,500 (will be prorated if the appointment percentage is less than 100%)

Hourly Equivalent: $39.51 - $72.56

Factors in determining the appropriate compensation for a role include experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. The Hiring Pay Scale referenced in the job posting is the budgeted salary or hourly range that the University reasonably expects to pay for this position. The Annual Full Pay Range may be broader than what the University anticipates to pay for this position, based on internal equity, budget, and collective bargaining agreements (when applicable).
